Songpa-gu Holds Meeting with 22 Members of the Housing Maintenance Project Association Federation

Seo Gang-seok, Mayor of Songpa-gu, is strengthening efforts to expedite reconstruction and redevelopment in Songpa-gu through direct communication with local housing maintenance project associations.


Songpa-gu (Mayor Seo Gang-seok) announced that on March 26, it held a meeting with 22 members of the Songpa-gu Maintenance Project Association Federation in the large conference room of the Songpa-gu Office.


The district shared difficulties encountered in the process of promoting maintenance projects in the area due to recent increases in construction costs and various regulations, and provided a platform to propose improvements to related systems.


The meeting proceeded with the reading and delivery of the "Songpa-gu Reconstruction and Redevelopment Proposal" by the president of the Maintenance Project Association Federation, presentations of sector-specific proposals by association heads, discussions on current issues, and collection of opinions.


The main proposals included ▲abolition of speculative overheating zones and the price ceiling system for sale prices ▲realistic adjustment of rental housing sale prices ▲relaxation of rental apartment construction ratios ▲lifting of land transaction permit zones.


In particular, regarding the price ceiling system applied only to the four districts of Songpa, Gangnam, Seocho, and Yongsan, it was emphasized that pinpoint administrative support is urgently needed to distinguish regulated areas by neighborhood rather than by district and apply deregulation accordingly, requesting its abolition.


Practical methodologies for realistic adjustment of rental housing sale prices were also presented. Reflecting the current situation where losses from selling rental apartments are increasing due to rising land prices and construction costs, the budget planning and financial aspects of projects were analyzed in depth, continuing the discussion.


Additionally, the association explained the unreasonableness of the current system requiring unanimous consent from all association members when revising the mandatory ratio of commercial spaces, and proposed procedural reforms, including relaxing the mandatory rental housing construction ratio from the current 50% to 30%.


Furthermore, selective lifting of the land transaction permit zone was proposed. It was explained that in the Gaeo and Macheon districts, which have been regulated for five years since the early redevelopment phase, transactions have not been conducted, and since the expansion of the regulation to the entire Songpa area from March this year, residents’ private property rights have been severely infringed. Therefore, it was requested that Seoul City be urged to selectively lift the land transaction permit system in areas with no speculation risk.


Seo Gang-seok, Mayor of Songpa-gu, stated, “Songpa-gu is practicing supportive administration rather than regulatory administration to accelerate reconstruction and redevelopment,” and added, “We will continue to strengthen communication with associations and residents promoting maintenance projects in the area, actively mediate conflicts, and promptly advance related projects.”


To promote the core project of the 8th local government term, ‘Rapid Promotion of Reconstruction and Redevelopment,’ the district conducts annual training for heads and executives of maintenance project associations. Currently, Songpa-gu is advancing residential environment improvement projects throughout the district, including 35 reconstruction sites, 13 small-scale housing maintenance projects, and 7 redevelopment sites.
