The Coastal Safety Accident Risk Advisory system is a measure established under the "Coastal Accident Safety Management Regulations" to inform the public of risks and prevent accidents in dangerous areas and zones such as piers and coastal waters during specific periods when adverse weather or natural disasters are expected. The system consists of three levels: Attention, Caution, and Warning.

The "Caution" level of the Coastal Safety Accident Risk Advisory is issued when there is a high risk of safety accidents or when the spread of damage is a concern. During the advisory period, the Coast Guard plans to strengthen sea and land patrols focusing on coastal low-lying danger zones such as coastal waters, ports, and rocky shores. In addition, they will make every effort to prevent coastal safety accidents through publicity and safety guidance activities using local government and police station electronic displays and public announcements.

A Mokpo Coast Guard official stated, "During this period, please check weather information frequently and refrain from maritime activities if adverse weather is expected."
