Housing Support for Independent Living of People with Developmental Disabilities
Collaboration Mileage System and Other Initiatives Receive Positive Reviews
Seongnam City in Gyeonggi Province announced on the 27th that it has been selected as an ‘Excellent Institution’ for two consecutive years in the comprehensive evaluation of proactive administration conducted by the Ministry of the Interior and Safety.
This evaluation was conducted across 243 local governments based on five categories and 17 detailed indicators, including efforts to improve and activate proactive administration systems, implementation performance, and public perception.
Seongnam City’s ‘Hope On Villa’ project, a housing support initiative for the independent living of people with developmental disabilities, was recognized as an excellent case of proactive administration.
Hope On Villa (one unit for pre-experience and seven units for residence) is a public rental housing provided by the Korea Land and Housing Corporation (LH) Gyeonggi Regional Headquarters, which has an agreement with the city to support the independent living of people with developmental disabilities by offering rent at 60% below market price.
Since May of last year until recently, seven homeless people with developmental disabilities have moved in gradually.
To support their independence, Seongnam City has established a 37.65㎡ community room next to the office located two minutes on foot from Hope On Villa, where programs such as CPR, cooking, sex education, and money management are being operated.
The Hope On Villa project is evaluated as reducing the caregiving burden on guardians and providing an opportunity for people with developmental disabilities to pioneer a self-directed life within the local community.
In addition, Seongnam City received favorable reviews in various indicators such as the operation of proactive administration and collaboration mileage systems.
A Seongnam City official stated, “To promote administration that citizens can feel, we will enhance public officials’ capacity-building education, operate proactive administration support systems, and expand incentives for excellent public officials,” adding, “We will also strengthen publicity for excellent cases such as ‘Solomon’s Choice,’ a matchmaking event for unmarried men and women recognized as an excellent case last year, and the current housing support project for the independent living of people with developmental disabilities, to further spread proactive administration.”
