Targeting 12,300 New Jobs and a 67.5% Employment Rate
Gwanak S-Valley Development, Largest Scale of Public Jobs in Seoul, and Active Response to Local Employment Issues
Gwanak-gu (Mayor Park Jun-hee) has established the ‘2025 Comprehensive Job Policy Plan,’ which encompasses future and innovative job creation as well as win-win job policies, and is making every effort to create jobs.
Last year, the district achieved remarkable results by successfully advancing key job policies such as the Gwanak S-Valley project, the core strategy of its job policy. It earned external recognition for its job policies with achievements including ▲winning the National Local Government Job Award for three consecutive years ▲Gwanak S-Valley resident companies receiving the ‘CES 2025 Innovation Award’ ▲designation of the Gwanak S-Valley area as a ‘Special Development Promotion District.’
Additionally, Gwanak-gu, which has the highest youth population ratio in the country at 41.4%, was honored as the first ‘Youth-Friendly City’ in South Korea in recognition of its proactive efforts to implement various policies for youth.
The district is not stopping there and aims to create 12,300 jobs this year. It will implement ‘5 core strategies and 19 action tasks,’ including ▲creating future and innovative jobs through the establishment of the Gwanak S-Valley startup ecosystem ▲providing customized livelihood stabilization jobs for vulnerable groups ▲economic recovery through fostering local industries ▲supporting youth independence and settlement as future talents ▲and efforts to improve job quality.
First, through the ‘Gwanak S-Valley Development’ project, excellent venture and startup companies will be attracted to create innovative jobs within the region.
Regarding startup infrastructure, 1,273 people have moved in so far, and approximately 100 venture and startup company personnel are expected to move into ‘Startup HERO-1,’ scheduled for completion this year.
Moreover, the district will provide generous support such as funding and investment attraction to help excellent venture and startup companies grow by implementing ▲startup scale-up ▲open innovation ▲support for companies participating in CES 2026 ▲fund management.
In line with the city brand ‘Korea’s Youth Capital Gwanak,’ full support for youth startups and job policies will also be provided without hesitation.
Above all, centered on ‘Gwanak Youth Center,’ which opened in April 2023, startup and web development training courses for future talented youth are conducted at youth representative spaces such as Sillim-dong Three-Room and Youth Employment Academy.
Furthermore, in response to the recent rise in youth unemployment, the district is expanding the ‘Youth Challenge Support Project,’ which offers employment competency enhancement programs to help discouraged and unemployed youth socially advance, and will newly promote the Youth Growth Project this year.
This year as well, the district will provide 1,388 public jobs through projects such as the ‘Seoul Companion Job’ program, the largest in the Seoul area, and the fully district-funded ‘Gang Gam-chan Gwanak-type Livelihood Stabilization Jobs,’ aiming to stabilize the livelihoods of vulnerable groups.
Additionally, efforts will be made to connect private job matching through ▲operation of vocational training academy courses ▲job centers linking employers and job seekers ▲and on- and offline job fairs scheduled for October.
Moreover, to support small business management stability and strengthen neighborhood commercial competitiveness, the district will steadily promote projects such as the Gwanak-type Artterior project and small and medium enterprise development fund loans, and expand issuance of the Gwanak Love Gift Certificates to stimulate local consumption.
Notably, Sharosugil was selected for the ‘2024 Local Brand Commercial District Development Project’ hosted by Seoul City last year, securing 3 billion KRW, and plans to accelerate the development of distinctive content and improvement of commercial district spaces in the Sharosugil area.
Mayor Park Jun-hee said, “Recently, we have been hearing distressing news such as rising unemployment and shrinking consumer sentiment due to the difficult economy,” adding, “Jobs are the best welfare, so this year we will focus on promoting future innovative jobs and win-win jobs to create a happy and prosperous Gwanak for our residents.”
