Gyeonggi Province will implement 12 projects, including introducing acoustic video cameras to measure noise in real time and distributing electric two-wheelers that produce no noise, to alleviate the inconvenience caused by delivery motorcycle noise for residents.
On the 26th, Gyeonggi Province announced that it has established the nation’s first "Gyeonggi Province Two-Wheeler Noise Management Plan (2025?2029)" containing these details. This plan was prepared based on Article 5 of the "Gyeonggi Province Two-Wheeler Noise Management Ordinance," which was the first of its kind nationwide.
According to the plan, Gyeonggi Province will invest a total of 22.4 billion KRW over five years from 2025 to 2029, with the vision of "Realizing residents’ happiness through the creation of a quiet living environment." To achieve this, it has set four key areas and 12 priority tasks: advancing the two-wheeler noise management system, preventing noise damage in advance, strengthening post-noise management, and enhancing noise policy capabilities.
First, to systematically manage noise, Gyeonggi Province will pilot the installation and operation of acoustic and video cameras at five locations annually for five years, totaling 25 locations starting this year. Previously, it was difficult to manually crack down on motorcycle noise, but by installing acoustic and video cameras similar to speed cameras on roads, motorcycle noise can be monitored in real time and used for enforcement.
Next, a real-time noise measurement system based on the Internet of Things (IoT) will be introduced, and the installation of rear enforcement cameras will also be expanded.
Additionally, to prevent noise damage in advance, 10,000 electric two-wheelers will be distributed over five years, noise regulation zones will be expanded considering residential areas and hospital surroundings, and cooperation with delivery app platforms will be established to restrict the use of delivery apps by illegally modified two-wheelers.
