Namyangju City, Gyeonggi Province (Mayor Joo Gwang-deok) was selected as an ‘Excellent Institution’ for two consecutive years in the 2025 Comprehensive Evaluation of Proactive Administration for Local Governments (based on 2024 performance) conducted by the Ministry of the Interior and Safety on the 25th.
The evaluation grades are divided into three levels (Excellent, Average, Poor), and the city achieved the excellent grade again this year following 2024.
This evaluation assessed 243 local governments nationwide, divided into four groups (metropolitan, city, county, district), through 20 detailed criteria including system improvement, efforts to promote proactive administration (support, publicity, education), excellent cases, and public perception. The evaluation was conducted by a comprehensive evaluation team of proactive administration composed of private experts and a public evaluation group.
The city received high scores across all evaluation indicators, including △the mayor’s efforts to achieve results △system improvement efforts △spread of proactive administration in local public institutions.
In particular, the proactive administration rapid advisory body ‘Pro Mokmingwan Opinion Presentation’ system, launched nationwide for the first time to reduce the burden on proactive administration employees and promptly respond to citizen inconveniences, received favorable reviews. This system achieved results by handling 16 agenda items through a total of nine meetings from December 2024 to March 2025.
Mayor Joo Gwang-deok of Namyangju City stated, “Breaking away from existing conventions and sincerely considering what can be done for the citizens and the mayor is true proactive administration and the attitude of a Mokmingwan. We will continue to do our best to spread and establish a culture of proactive administration in all areas of administration.”
The city plans to accelerate proactive administration through the promotion of the ‘Pro Mokmingwan Opinion Presentation’ system and realize ‘regulatory reform through proactive administration,’ including reform of unreasonable regulations.
