Aiming for a 67.7% Employment Rate with the ‘2025 Job Policy Implementation Plan’
Introducing Public-Private ‘Town Management’ and Launching Seoul’s Largest Youth Startup Space
Promoting 176 Practical Projects to Create Quality Jobs Tailored to Local Conditions and Industrial Structure
Seongdong-gu (Mayor Jung Won-oh) will create 9,000 sustainable quality jobs this year tailored to the local conditions and industrial structure.
This is according to Seongdong-gu’s job policy roadmap, the ‘2025 Job Policy Implementation Plan,’ with the main policy directions being ▲ ‘Establishment of a Smart Innovative Economy Foundation’ by integrating traditional manufacturing and ICT new industries to expand into a future cultural convergence industrial complex ▲ ‘Creation of Jobs Realizing Social Value’ to build a sustainable social economy ecosystem ▲ ‘Promotion of Youth Employment and Startups’ to expand customized youth jobs by beneficiary ▲ ‘Customized Job Support by Target Group’ providing tailored job support considering the characteristics of each group.
The district government plans to focus its efforts on strategic tasks and detailed project implementation to revitalize local industries and create customized jobs by target group, aiming to create 9,000 mutually beneficial and customized jobs and achieve an employment rate of 67.7% through 176 practical projects. To this end, the district will invest a record-high budget of 87.4 billion KRW, an increase of 9.3 billion KRW compared to the previous year.
First, support for knowledge industry center resident companies and startups, which are increasing mainly in Seongsu-dong, will be strengthened, and a new public-private cooperative management system called ‘Town Management’ will be introduced.
In addition, major policies such as expanding sustainable development zones, expanding the Seongsu IT Industry Distribution Development Promotion District, and revitalizing local manufacturing will be promoted in an integrated and systematic manner to proactively respond to the changing domestic industrial environment and create customized jobs specialized for the local industry.
The district is creating a ‘Seongdong-type Youth-Friendly City’ and is concentrating its efforts on creating quality youth jobs through youth capacity development and support for healthy social independence.
Last year, the number of youths who were neither working nor seeking jobs, simply ‘resting,’ reached a record high. To support socially isolated and withdrawn youths, the district is implementing the ‘Youth Challenge Support Project’ and the ‘Youth Growth Project’ to promote economic participation of unemployed youths and support their entry into the labor market.
Also, by the first half of this year, the district plans to establish the largest ‘Youth Startup Space’ among Seoul’s autonomous districts and build a seamless youth employment and startup support system by promoting the ‘Campus Town Development Project’ in cooperation with academia to nurture local customized talent.
Furthermore, the district will expand job inclusion projects to strengthen employment support and increase quality jobs for vulnerable groups such as seniors, middle-aged people, women with career experience, and persons with disabilities, ensuring that no one is excluded and everyone has stable job and employment opportunities.
The district aims to create 35,000 quality jobs over the four years of the 8th local government term, and last year created 12,542 jobs, which is 145.8% of the original target. It has also been recognized for its efforts and excellent performance in job creation in the Ministry of Employment and Labor’s job disclosure system evaluation among 243 local governments nationwide, winning the Job Award for 10 consecutive years.

While working to stabilize the livelihood economy so that small and medium-sized business owners and self-employed people struggling due to the economic downturn can work with peace of mind, we will also meticulously promote sustainable job inclusion projects that balance growth and development.”
