Gangnam-gu (District Mayor Jo Seong-myeong) is receiving positive evaluations for implementing advanced technology administration using cutting-edge technologies such as AI.


They are seeing great results by operating an AI illegal parking management system utilizing an AI illegal parking system in areas with frequent illegal parking and valet parking, such as Dosan Park and the academy district in Daechi-dong.


They are also receiving good reviews for properly utilizing Glutton, a state-of-the-art eco-friendly street cleaner.

Since July last year, Gangnam-gu has been installing an AI illegal parking enforcement system using an automatic vehicle recognition system in resident-priority parking zones, starting with the resident area in front of Dosan Park, making achievements in illegal parking enforcement activities nationwide for the first time.


The resident-priority parking zones, operated to alleviate severe parking difficulties on residential backstreets, have been suffering from valet parking by commercial restaurants and frequent short-term illegal parking.

The problem is that assigned users who have properly paid the usage fee each quarter cannot properly use their assigned parking spaces due to illegal parking, and before the towing company arrives, they become frustrated and illegal parking continues in a chain reaction.


In response, the district office developed an AI illegal parking enforcement system to overcome the need for constant enforcement and the limitations of manpower, and on December 16 last year, Gangnam-gu Office obtained a joint patent for the first time and began full-scale enforcement focusing on areas with frequent repetitive complaints.


The AI illegal parking enforcement system, introduced in 225 spaces across 9 locations including Dosan Park, automatically recognizes illegally parked vehicles occupying assigned spaces other than the assigned user, and through speaker audio, issues 2-3 repeated prior warnings to inform that parking is not allowed. For vehicles that ignore the warnings, the system automatically sends the recognized license plate numbers via camera to the management corporation and towing company, simultaneously proceeding with fee imposition and towing measures.


In the second half of last year, the district generated revenue with 3,395 enforcement cases, 113 tows, and 143.82 million KRW in fees (36,000 KRW per case), saving 460 million KRW in system development costs through free development, and plans to save 50 million KRW by installing the AI illegal parking management system free of charge at Eunma Apartment intersection in the first half of 2025.


The district has been praised for significantly reducing the time and labor costs previously spent by staff who had to travel, take enforcement photos, issue stickers, and separately call towing vehicles.


This has raised awareness among habitual illegal parkers such as valet parking and greatly contributed to increasing district revenue.


Additionally, the system has a function to share resident parking spaces. When an assigned user shares their parking space during unused hours, the assigner receives points, and users can immediately use the parking space through advance reservation or on-site payment, reducing the time spent searching for nearby parking lots and achieving a win-win effect.


The usage method is simple: check the green light indicating parking availability in areas where the AI illegal prevention system is installed, scan the QR code, or reserve and pay for the parking space via an app or guidance number. The fee is 900 KRW per 30 minutes, with a maximum usage of up to 10 hours, making it beneficial and reducing parking inconvenience.


Going forward, the district plans to prevent congestion on arterial roads caused by parents' vehicles around the Daechi-dong academy district and expand the illegal parking management system using the AI illegal prevention system around bus stops to ensure smooth traffic flow and significantly reduce the budget spent on enforcement personnel.


Im Seong-cheol, head of the Gangnam-gu Parking Management Team, stated, “Through the AI illegal parking enforcement system developed nationwide for the first time, we are strengthening enforcement against illegal parking and valet parking in resident-priority parking spaces and promoting the activation of resident parking space sharing to resolve severe parking difficulties in residential areas.” He also said, “We plan to greatly reduce traffic congestion around the Daechi-dong academy district and create a happy city Gangnam without parking worries.”

Along with this, the district is actively utilizing Glutton, a world-class eco-friendly cleaner that has revolutionized street cleaning.


Glutton is equipped with a high-performance battery, allowing long hours of use and mobility outdoors, and its powerful suction can handle most trash, including pet waste, masks, cigarette butts, and glass shards, which are usually difficult to clean, without any burden.


Especially, it is 100% electrically charged with zero carbon emissions, and the fine dust sucked through the intake is filtered by a large filter, making it very effective in removing fine dust, a major urban environmental issue. The movement speed can be freely adjusted between 3 to 6 km/h, and it can climb light curbs and slopes, with a reverse function, enabling cleaning anywhere.


The district purchased five Glutton units during Chuseok 2023 and contributes to creating clean streets by thoroughly cleaning fallen leaves and other debris.
