Public Hearing on Amendments to the Performance Act
and Performance Safety System Improvement
to Be Held at the Artist's House in Jongno-gu, Seoul at 2 PM on the 21st

On the 21st at 2 PM, the Ministry of Culture, Sports and Tourism will hold a public hearing on the "Amendment of Subordinate Legislation of the Performance Act and Improvement of Performance Safety System" at the Artist's House in Jongno-gu, Seoul.


Experts and stakeholders related to performance safety will participate as discussants at the hearing, and anyone interested in the field of performance safety may attend and present their opinions.


First, the Ministry will explain and collect opinions on the partial amendments (draft) to the Enforcement Decree and Enforcement Rules of the Performance Act, which are currently under legislative notice.


The proposed amendments to the Enforcement Decree and Enforcement Rules of the Performance Act add safety measures at the stages of disaster response plan establishment and reporting, grant inspection authority to the relevant local governments, and specify the cooperation obligations of performance venue operators accordingly. In cases of unavoidable reasons, changes to the disaster response plan may be reported up to three days before the performance, and those intending to report the disaster response plan can seek prior opinions from related safety management agencies. Cases where a performance is suspended due to concerns over human casualties during the performance are included within the scope of serious accidents, and an immediate reporting system is mandated. Additionally, it is stipulated that safety management personnel must complete safety education before the performance.

Furthermore, the Ministry will listen to field opinions on the specific roles of the safety general manager and safety management officer within the "Safety Management Organization," which is to be defined by the Enforcement Decree. Considering the realities of the performance industry and the characteristics of the "Safety Management Organization" performing actual duties, the Ministry plans to reflect the legal effectiveness and appropriateness of the amendment draft in the Enforcement Decree by examining the industry's views.


Next, the Performance Safety Support Center will propose ideas for system improvements to enhance performance safety, such as strengthening education and qualification requirements for existing safety personnel and deploying additional new personnel to operate "safety staff" at performance venues. Discussions will also cover granting authority to local governments to order suspension or restriction of stage facility use when safety inspection results deem it necessary, and the obligation of local governments to register reported disaster response plans in the Performance Venue Safety Information System.


A policy official from the Ministry stated, "Through this public hearing, we will share directions for improving the performance safety system and listen to field voices to reflect the results in the legislative process," adding, "The Ministry will continue efforts to improve the system to strengthen performance safety management."
