The ceremony was attended by Ulsan Mayor Kim Doo-gyeom, Uzbekistan Immigration Chief Musayev Behzod, Fergana Governor Khayrullo Bozorov, and about 150 others.

Following a welcoming speech by Immigration Chief Musayev Behzod and a congratulatory address by Mayor Kim Doo-gyeom, the heads of both organizations held a plaque unveiling ceremony for the 'Ulsan Global Human Resources Training Center,' toured the facility, and engaged in discussions to promote mutual development and exchange between the two cities.

This opening ceremony was held as a follow-up to the signing of a Memorandum of Understanding (MOU) between Ulsan City and the Ministry of Employment and Poverty Reduction of Uzbekistan in August 2024.

Since the agreement, Ulsan City and the Uzbek government have worked together to establish a shipbuilding workforce training center in Uzbekistan as part of their efforts to strengthen cooperation in human resources development.

Ulsan City will provide the necessary educational equipment for the training center, while HD Hyundai Heavy Industries will be responsible for developing the curriculum and dispatching instructors.

The Uzbek government will support the training facilities and be responsible for recruiting trainees.

The Ulsan Global Human Resources Training Center will offer about 10 sessions of Korean language and customized technical training for each occupation over approximately three months to 370 trainees.

The five occupations to be trained are: scaffolding (95), painting (87), electrical (73), insulation (15), and grinding (100), totaling 370 trainees.

Those who complete the training center program will be given priority for employment at shipbuilding companies in Ulsan, which are currently experiencing labor shortages.

Mayor Kim Doo-gyeom said, "This local human resources training center in Uzbekistan is expected to play an important role in alleviating the labor shortage faced by our region's shipbuilding companies," and added, "We will continue our efforts to further expand exchange and cooperation projects in the future."

Ulsan City, together with HD Hyundai Heavy Industries, is also promoting local shipbuilding workforce training projects not only in Uzbekistan (370 trainees), but also in Vietnam (160 trainees) and Thailand (125 trainees).
