Lee Jin-sook, Chairperson of the Korea Communications Commission (KCC), expressed opposition to the amendment to the KCC Act, which stipulates a quorum of three or more members for the KCC, stating that "it may become difficult to carry out routine administrative activities."


On the 18th, Chairperson Lee held a briefing at the Government Complex Gwacheon and argued, "The fundamental solution to normalizing the KCC is not amending the KCC Act but promptly recommending three standing committee members from the National Assembly to restore the five-member system of the KCC."


Earlier that day, Choi Sang-mok, Acting Prime Minister and Minister of Economy and Finance, exercised the right to request reconsideration (veto) on the amendment to the Korea Communications Commission Establishment and Operation Act (KCC Act), which was passed by the National Assembly led by the opposition party.


Chairperson Lee stated, "Strictly stipulating the quorum of the KCC as three members is highly likely to make it difficult to perform continuous functions as a central administrative agency."


She also mentioned that other collegial bodies such as the Anti-Corruption and Civil Rights Commission and the Personal Information Protection Commission either do not set a quorum or relax the rules based on the total number of members to ensure continuous administrative work.


She emphasized, "According to this amendment, if three members cannot participate for any reason, meetings cannot be held, and deliberations and resolutions cannot be made."


Furthermore, she said, "If the quorum is set at three members, administrative authority will be severely infringed upon if member recommendations are not made, which also violates the principle of separation of powers," adding, "There was insufficient consultation and social consensus during the legislative process."


Regarding the People Power Party's announcement to publicly recruit one standing member for the ruling party's quota in the KCC, she said, "This is very desirable," and "I strongly urge the Democratic Party to also step forward to recommend a standing member for their quota."
