Emphasizes the Combination of AI and Quantum Technology
"Collaboration with Big Tech Companies Like Kakao Is Desirable"

Yoo Sang-im, Minister of Science and ICT, once again emphasized the urgency of the supplementary budget (supplementary budget) to respond to the era of artificial intelligence (AI).
On the 16th, he appeared on KBS's 'Sunday Diagnosis Live' and said, "The supplementary budget is very frustrating and difficult in uncertain situations," adding, "We must not fail to respond at the right time in the digital transformation era led by AI." Referring to the 'AI Action Summit' held in Paris, France, last February, he emphasized that countries that had focused on AI regulation are now shifting towards active investment, saying, "The European Union (EU) announced it would invest 300 trillion won in AI, and France separately said it would spend 163 trillion won."
He then expressed concern over the avoidance of science and engineering fields and the continuous outflow of outstanding talents being scouted by overseas companies. He said, "Many Korean scientists have entered U.S. big tech companies," adding, "We need to create conditions to bring our talents abroad back to the country and retain the talents currently flowing out." He also added, "It is necessary to create an environment that can attract excellent talents even if they are not Korean."
Regarding domestic AI technology, he said, "Although the performance is not yet sufficient, there is enough potential for improvement," emphasizing, "It is desirable to take an interest in the cloud like Kakao and collaborate with big tech companies." He further predicted, "If investment is made and the government supports it, it will be upgraded and unique models will emerge."
He also mentioned the commercialization issue of domestic technology. Minister Yoo pointed out, "There have been many research and development achievements, but the rate of technology commercialization, industrialization, and commercialization has been low," adding, "Research and development is done, but commercialization is not. Solving this problem is our country's task."
Regarding quantum technology, he explained, "Quantum can play a role even more outstanding than AI," adding, "In three areas?computing, sensing, and others?it is above what we call AI." He especially emphasized, "Quantum has the ability to calculate about 100,000 times faster." He continued, "AI technology will be maximized by combining with quantum technology," stressing, "Quantum technology can achieve new areas that AI cannot accomplish."
In the telecommunications field, regarding the abolition of the Device Distribution Improvement Act (DanTongBeop) in July, he forecasted, "It is difficult to expect a big effect, but there is a possibility that communication fees will decrease due to mutual competition." Regarding the 6G era, he predicted, "It will be in full swing in 4 to 5 years," adding, "It will handle more data than 5G, and due to stronger directivity, satellites will be used instead of base stations." On the selection of the 4th mobile carrier, he said, "Trust was damaged due to the government promoting and canceling it eight times," and revealed, "We have shifted to a method of accepting applications from qualified private operators rather than promoting through official notices."
As achievements in his seven months in office, he explained, "We were able to establish the core of the research and development (R&D) strategy, passed 36 bills in the National Assembly, among which the AI Basic Act was the second in the world to be passed, creating a framework for industries to enter."
