Policy Proposals Including "Sunlight and Wind Basic Income"

On the 14th, Jang Seil, Governor of Yeonggwang County, met with Kim Yungrok, Governor of Jeollanam-do, to explain key regional policy issues and core national and provincial budget projects for 2026, requesting cooperation and support.


During the meeting, Governor Jang explained two major policy proposals for Yeonggwang County and eight national and provincial budget projects.


Specifically, he requested active support and cooperation to ensure the smooth implementation of the "Sunlight and Wind Basic Income System" for residents and key projects aimed at realizing local autonomy.


In particular, he asked for Yeonggwang County, which is proactively implementing a basic income system that regularly returns income to all residents by utilizing local resources, to be designated as a pilot city for the Jeonnam-type basic income. He also requested Jeollanam-do's joint response in supporting the full-scale introduction of basic income and improving regulations in various laws.


He also requested cooperation for tourism infrastructure projects and the southern region's wide-area tourism development project to elevate the "Yeonggwang Baeksu Coastal Sunset Tourist Site," designated for the first time in 15 years since 2010, as a leading stay-and-experience-type tourist destination in Jeollanam-do.


Additionally, he proposed prompt support for the remaining 11 billion KRW needed to complete the "New Drinking Water Reservoir Project" by 2026, to ensure a stable supply of tap water and prepare for ongoing droughts.


For national funding proposals, he explained the necessity of the following projects and requested active efforts to serve as a bridge with government ministries to secure national funds: ▲ Health and Welfare Convergence Cluster Project (total project cost 45.5 billion KRW, national funding 27.3 billion KRW) ▲ Hydrogen Ecosystem Full-Cycle Commercialization Demonstration Platform Construction (total project cost 30 billion KRW, national funding 15 billion KRW) ▲ Sinsung District Multipurpose Rural Water Development Project (total project cost 84.1 billion KRW, national funding 84.1 billion KRW) ▲ Yeomsan-myeon Rural Water Usage System Reorganization Project (total project cost 10.5 billion KRW, national funding 10.5 billion KRW) ▲ Yeonggwang County Water Supply Stabilization (new raw water supply pipeline for Daesinje) Project (total project cost 6.5 billion KRW, national funding 3.9 billion KRW).
