On the morning of the 10th, Seoul City held a meeting of deputy district heads from 25 autonomous districts, chaired by Kim Tae-gyun, the first deputy mayor for administration. At this meeting, Lee Young-gi, deputy mayor of Gwanak-gu, received praise for presenting measures to revive the livelihood economy.


This year, the city plans to supply a total of 2.1 trillion won in policy funds, including emergency economic recovery funds, and aims to quickly provide 410,000 jobs, which account for 80% of Seoul’s jobs, in the first half of the year.


At the meeting, Gwanak-gu, which was selected for two consecutive years as an ‘Excellent Institution for Rapid Execution of Local Finance in the First Half of the Year’ by the Ministry of the Interior and Safety, presented its support measures for livelihood economic recovery and future plans.


Notably, Deputy Mayor Lee Young-gi prepared a 12-page report and condensed it into a presentation within 5 minutes, earning applause. The main projects he presented included the following.


He focused on the Gwanak-style Artterior project, the small business owners’ heating and cooling clean care support project, the Byeolbit Sinsari commercial district renaissance project, and the Sharosugil local brand commercial district development project. These projects support the design and overall environment improvement of small business stores in the area, targeting 440 locations this year.


The small business owners’ heating and cooling system clean care support project provides comprehensive cleaning of heating and cooling systems for 132 small businesses that have been operating for more than two years and have sales under 200 million won.


The Byeolbit Sinsari commercial district renaissance project, spanning five years, supports commercial district festivals, environmental improvements, and store capacity building for Seowon-dong Shopping Street, Shinwon Market, and Gwanak General Market to revitalize the commercial districts.


The Sharosugil local brand commercial district development project targets the Sharosugil commercial district by developing local-based content, hosting various festivals, creating photo zones, and supporting programs such as nurturing local value entrepreneurs.


After Deputy Mayor Lee Young-gi’s presentation, Kim Tae-gyun, the first deputy mayor for administration, praised the content as “substantial and well-structured.”


Earlier, Gwanak-gu (Mayor Park Jun-hee) established the ‘2025 Comprehensive Support Plan for Small Business Owners’ to recover the livelihood economy and revitalize local commercial districts.


This year, the district will invest a total of 10.8 billion won in 16 projects under three core strategies aimed at revitalizing the local economy based on the competitiveness of small and medium-sized businesses: ▲supporting management stability for small and medium-sized businesses ▲strengthening the competitiveness of neighborhood commercial districts ▲promoting local economic consumption.


First, to stabilize the management of small and medium-sized businesses, the district will expand the ‘Small and Medium Enterprise Development Fund Loan’ project with a scale of 5 billion won and newly launch the ‘Small Business Owners’ Heating and Cooling System Clean Care Support’ and ‘Overseas Market Expansion Support’ projects.


Support measures will also be implemented to foster and strengthen the competitiveness of neighborhood commercial districts.


The ‘Gwanak-style Artterior project,’ which has received great response from small business owners by discovering store content and improving the environment, will be expanded to support 440 locations this year. The ‘Core Store Discovery and Development Project,’ which identifies and nurtures promising stores that lead commercial districts, will be expanded to cover all neighborhood commercial districts in Gwanak-gu.


In response to changes in the commercial environment such as the recent development of various online sales channels like Smart Store and SNS, and changes in consumption patterns, the district will support the ‘Online Marketing Promotion Support’ project targeting a total of 30 stores this year to strengthen small business owners’ online capabilities.


Additionally, last year the district was selected for Seoul City’s public contest project, the ‘Sharosugil Local Brand Commercial District Development Project,’ and will receive 3 billion won in support over three years until 2026.


Entering its second year this year, the district plans to actively invest a total of 1 billion won to develop and operate distinctive local content in the Sharosugil commercial district, improve commercial district spaces to enhance the stay environment, and secure the commercial district’s self-sustainability.


To promote local economic consumption, the district will expand the issuance of ‘Gwanak Love Gift Certificates’ to a total of 40 billion won and run a payback event that returns 5% of the usage amount.


In particular, considering the high demand for delivery due to the large number of single-person youth households in Gwanak-gu, the district will issue ‘Gwanak Ttaenggyeoyo (public delivery app) exclusive gift certificates’ worth a total of 1 billion won.


Festivals within commercial districts will also be expanded. Last year, to raise brand awareness of neighborhood commercial districts and discover customer-attracting content, ‘Neighborhood Commercial District Revitalization Festivals’ were held in four districts, attracting about 20,000 visitors and achieving great success.


This year, the ‘Neighborhood Commercial District Revitalization Festival’ will be expanded to six commercial districts, providing various content and enjoyment to create an opportunity for these districts to become representative commercial areas of the region.
