Kim Jeongok, a member of the Daegu Metropolitan Council (People Power Party, Proportional Representation), will propose the "Ordinance on the Protection of Rights and Support for Non-Regular Workers in Daegu" at the 315th temporary session scheduled to begin on the 18th.
This ordinance aims to improve the welfare level of workers and promote the sound growth of the local economy by enhancing the treatment of non-regular workers.

Kim Jeongok explained the background for proposing the ordinance, stating, "Despite the increasing number of non-regular workers, their subscription rates to social insurances such as employment insurance, health insurance, and retirement pensions remain lower than those of regular workers. Therefore, improvements are needed in the labor conditions of workers, including employment stability."
The number of non-regular workers in Daegu increased from 108,000 in 2011 to 360,000 in 2021, and as of August 2024, 352,000 out of the total 932,000 workers in the Daegu area, accounting for 37.9%, are non-regular workers. According to 2023 statistics, only 81.4% of non-regular workers were enrolled in employment insurance, 71.7% in health insurance, 68.5% in the national pension, 24.2% received bonuses, and 28.5% were enrolled in retirement pensions.
The main contents of this ordinance include the establishment and implementation of a basic plan and annual action plans for the protection of rights and support for non-regular workers, efforts by public institutions to improve the treatment of non-regular workers, promotion of projects to protect their rights and improve working conditions, and the establishment of a cooperation system with labor-related organizations and groups.
Kim stated, "Discriminatory treatment of non-regular workers has become a social issue beyond an individual problem," and added, "With the enactment of this ordinance, I hope that the planning and monitoring will further supplement and systematically implement existing projects related to non-regular workers, leading to significant improvements in the working environment and employment stability."
