Seoul District Mayors Association Proposes Amendments to Urban Maintenance Act and Deregulation for Small Business Owners

Seoul District Mayors Association Proposes Amendments to Urban Maintenance Act and Deregulation for Small Business Owners

The Seoul Metropolitan Council of District Mayors (Chairman Ilhyung Lee, Mayor of Dongdaemun-gu) held its 195th regular meeting at Seoul City Hall on the 12th.


Chairman Ilhyung Lee and mayors from 25 districts (including deputy mayors attending on their behalf) participated to discuss matters to propose to the Seoul Metropolitan Government and relevant central government ministries. In particular, at this meeting, a total of 32 regulatory abolition proposals discovered by the 25 autonomous districts will be submitted to the Seoul Metropolitan Government and central ministries.


As Seoul City operates a concentrated reporting system for regulatory abolition to restore citizens' livelihoods, the purpose is to jointly resolve unnecessary regulations that hinder policy implementation at the district level and cause various civil complaints.


Since district mayors have the authority to draft urban plans, most proposals were related to urban maintenance and development (such as the Urban and Residential Environment Maintenance Act and revision of the operational standards for station area revitalization projects). Suggestions to reduce burdens on small business owners (such as easing regulations on barrier-free kiosks, revising the Industrial Cluster Act, revising the Traditional Market Act, and resolving regulations on food workers) followed.


Agenda items for the regular meeting included ▲early execution of joint property tax transfer payments and adjustment of volume-based waste bag prices due to rising waste disposal costs (Jung-gu) ▲expansion of substitute teacher support days for daycare centers (Dobong-gu) ▲request to increase the distribution ratio of cash donation contributions (Gangnam-gu) ▲request for legal revisions related to excluded advertising materials from reporting (Gangdong-gu) ▲request to amend the Seoul Metropolitan Ordinance on Tree Planting and Management for smooth street tree management by districts (Dongdaemun-gu), among six items reviewed and resolved.


In particular, regarding excluded advertising materials and outdoor advertisements (such as signs and window advertisements) that do not meet legal requirements, it was decided to propose clear regulations to resolve difficulties in enforcement and fairness issues among business owners.


Chairman Ilhyung Lee urged active participation going forward so that the hardships and improvement requests of each district can be discussed together.


The 196th regular meeting is scheduled to be held at Seoul City Hall on May 14.
