Busan to Establish Ethical Guidelines for Public Officials' Use of Generative AI
Addressing Information Reliability and Preventing Leakage of Sensitive and Personal Data

For the first time among all metropolitan cities nationwide, ethical guidelines for generative artificial intelligence (AI) for public officials will be established in Busan.
The Busan Metropolitan Government (Mayor Park Hyungjoon) announced on the 12th that it will establish "Ethical Guidelines for Public Officials' Use of Generative AI" to address issues of information reliability that may arise when public officials use generative AI and to prevent the leakage of sensitive personal information.
These guidelines are based on Article 29 of the "Framework Act on the Promotion and Trust-Building of Artificial Intelligence," which was enacted on January 21.
Busan plans to actively pursue AI-based administrative innovation this year. The city intends to actively utilize generative AI in administration with the aim of ensuring fairness, reliability, and accountability, and providing public services that citizens can trust. For this reason, Busan is taking a proactive approach by preparing ethical guidelines to ensure the safety of AI administration.
If ethical guidelines for the use of generative AI are not established, there is a high possibility that information generated by AI may be misused in administrative tasks, leading to problems in ensuring fairness and reliability.
The guidelines are based on four core values: fairness, reliability, accountability, and security. They will present clear standards for public officials to use AI effectively and ethically.
It will be clearly stipulated that while AI can be used as an administrative support tool, the final responsibility for decision-making rests with the public official. The guidelines will also state that the AI Subcommittee of the Busan Information Committee can review ethical issues arising in the process of AI utilization and make recommendations for improvement if necessary.
Busan will finalize the guidelines after legal review in March, apply them to the city hall, affiliated agencies, business offices, and the city council secretariat, and promote training to strengthen public officials' AI utilization capabilities.
Additionally, an AI work utilization checklist will be distributed to help public officials understand important considerations when using AI.
Cho Youngtae, Director of the Busan Administrative and Autonomous Affairs Bureau, stated, "We plan to officially introduce Busan-style AI administrative services to realize intelligent administration," and added, "By establishing ethical guidelines, we will lay the foundation for public officials to use generative AI more responsibly and provide public services that citizens can trust even more."
