Two Workers Killed or Injured in Hillstate Apartment Construction Site Fall
Authorities Investigate Safety Negligence and Consider Serious Accident Charges

Two workers were killed and injured in a fall accident at the construction site of Hillstate Apartments within the Hwayang Urban Development Zone in Unjeong-ri, Hyeondeok-myeon, Pyeongtaek-si, Gyeonggi-do.

The accident occurred on the morning of the 10th during the dismantling process of the apartment exterior wall's 'Gang Form' (Gang Form·a large formwork installed on the exterior walls of buildings) using a tower crane.

The Gang Form is connected to the tower crane with steel hooks and lowered to the ground after the concrete curing of the respective floor is completed. However, according to site officials, the tower crane moved upward before the steel hooks of the Gang Form on the ground were fully detached, causing the accident.

As a result of the accident, worker A, in his 50s and belonging to a subcontracted construction company, fell from a height of 6 meters, and another worker B, also in his 50s from the same company, fell from a height of 3 meters. Worker A died, and worker B was injured and transported to the hospital.

The police plan to thoroughly investigate whether there was any negligence in safety duties and will file charges of professional negligence causing death and injury against the person responsible for the accident.

The Ministry of Employment and Labor is reportedly reviewing whether to apply charges under the Serious Accidents Punishment Act, as there was one fatality. The construction site is expected to receive a work suspension order.

The Hillstate Apartments in Pyeongtaek Hwayang District, where the accident occurred, is a complex of about 1,500 households scheduled for completion in early 2026, with Hyundai Engineering as the contractor.

Earlier, on the 25th of last month, a girder collapsed on a pier at the construction site of the Cheongryongcheon Bridge in Section 9 of the Cheonan~Anseong segment of the Seoul-Sejong Expressway, located in Sanpyeong-ri, Seowoon-myeon, Anseong-si, also constructed by Hyundai Engineering.

In that accident, 10 workers fell or were buried, resulting in 4 deaths and 6 injuries.
