Kang Gijung: "Gwangju to Host Korea Local Era Expo"

Gwangju City is making a bid to host the '2025 Korea Local Era Expo.' The city plans to lead local autonomy and balanced regional development in celebration of 30 years of local government, and to establish a turning point for the advancement of resident autonomy through hosting the expo.


On the 10th, Mayor Kang Gijung of Gwangju announced at the inauguration ceremony of the 5th Gwangju City Resident Autonomy Association executive board, held in the city hall's main conference room, "As we mark the transition to resident autonomy associations and the 30th anniversary of local government, the inaugural year of this transition, we will strive to bring the government-led 'Local Era Expo' to Gwangju."


Mayor Kang stated, "The 30-year history of local autonomy began with the hunger strikes of political leaders Kim Youngsam and Kim Daejung, and the Roh Moo-hyun administration pursued balanced national development through the Special Act on Balanced National Development, while the Moon Jae-in administration sought balanced development through fiscal decentralization. There was also a process where resident committees were transformed into resident autonomy associations."


He continued, "We must declare this year, marking 30 years of local autonomy, as the true inaugural year of autonomy and decentralization. At this crucial time, while the national average for conversion to resident autonomy associations is 44%, Gwangju has completed the transition in all 96 districts," he emphasized.


He also said, "We must further strengthen our autonomy capabilities, such as by passing amendments to the Local Autonomy Act. Gwangju City will take the lead to ensure that resident autonomy associations can be institutionally established through legislation. Strengthening resident autonomy is the solid foundation for decentralization and balanced development."


The 'Local Era Expo' has been held as an integrated event combining the Local Autonomy Expo and the Balanced Development Expo since 2022. It is a national event participated in by the Local Era Committee, central government ministries, 17 metropolitan and provincial governments, and education offices, serving as a platform for communication and participation to raise public interest in local autonomy and discuss balanced development policies, including resident autonomy events.


The inauguration ceremony for the 5th Gwangju City Resident Autonomy Association executive board was held that afternoon in the city hall's main conference room. The event was attended by Mayor Kang, Vice Chairpersons of Gwangju City Council Seo Yonggyu and Chae Eunji, city council members, Moon In, Mayor of Buk-gu, executives of the Gwangju City Resident Autonomy Association, and members of resident autonomy associations from all 96 districts, totaling about 500 people. The program included a congratulatory performance, sharing of resident autonomy achievements by district, an inaugural address by the representative chairperson, congratulatory speeches, and a resolution to implement the Daejabo City initiative.


The Gwangju City Resident Autonomy Association is a self-governing organization composed of over 3,200 people, including the chairpersons and members of resident autonomy associations from Gwangju's 96 districts. The association pledged its commitment to the implementation of 'Daehabo City Gwangju,' aiming to ensure the successful establishment and widespread adoption of the Daehabo City policy throughout local communities.
