Strengthening the Serious Accident Response System and Promoting a Culture of Safety

The Ulsan Metropolitan Office of Education (Superintendent Cheon Changsu) will strengthen its management system for the prevention of serious accidents this year, including the operation of a safety and health management system.

The Ulsan Office of Education has established and is now implementing the "2025 Plan for the Prevention of Serious Industrial Accidents and Serious Civil Accidents" containing these measures.

Main initiatives include the operation of a safety and health management system, strengthening the capabilities of a dedicated management organization, and forming an advisory group of external experts.

In addition, to reinforce the response system for preventing serious accidents, the office plans to identify and improve hazardous risk factors, distribute accident prevention guidelines and conduct response training, and inspect construction sites at schools and institutions.

Efforts are also being made to spread a culture of safety. Through events promoting a culture of safety and health, customized counseling for serious accident prevention, and educational programs, the office aims to raise safety awareness among staff and citizens and enhance accident prevention capabilities.

Since the enforcement of the Serious Accidents Punishment Act in 2022, the Ulsan Office of Education has formed a dedicated organization and carried out preventive activities to ensure the safety of employees, workers, and citizens.

Last year, the office introduced the "Safety and Health Management System (KOSHA-MS)" to establish a more systematic safety and health management framework.

As a result, the number of industrial accidents in 2024 decreased by 17.3%, and there were no serious accidents reported.

Kim Deoksun, Head of the Safety Management Division, stated, "With the goal of preventing even a single casualty, we will further expand accident prevention activities by establishing a cooperative system with related organizations in the region."
