and the Tea Industry Act

Moon Geumju: "Revitalizing the Rural Economy through Agrivoltaic Power Generation" Geumju Moon, Member of the National Assembly.

Democratic Party lawmaker Moon Geumju (Goheung, Boseong, Jangheung, Gangjin in South Jeolla Province) announced on the 10th that he has proposed the “Special Act on Support and Promotion of Agrivoltaic Power Generation Projects” (hereinafter referred to as the Agrivoltaic Special Act) and the “Amendment to the Act on Fostering and Supporting Agricultural and Fishery Business Entities” (hereinafter referred to as the Agricultural and Fishery Business Entities Act) with the aim of revitalizing the rural economy and improving farmers’ incomes through the convergence of new energy production and agriculture.


The Agrivoltaic Special Act contains provisions to support farmers in combining agriculture with solar power generation, enabling them to carry out agricultural activities while producing sustainable energy. Agrivoltaic power generation is an innovative policy that allows both agricultural production and energy generation by installing solar panels above farmland.


The Agricultural and Fishery Business Entities Act amendment adds the case where agricultural and fishery corporations lease land to those engaged in electricity generation using solar energy as a permitted real estate activity under current law. This aims to increase the utilization of idle land and facilities, thereby boosting the economic vitality of rural areas and improving the actual benefits to local residents.


By establishing a legal basis for agrivoltaic power generation projects, this is expected to become an important model for increasing farmers’ income and revitalizing the rural economy, as well as establishing solar power generation as a new growth model that merges agriculture and energy.


Moon emphasized, “Active government support is needed so that farmers can increase their energy self-sufficiency through agrivoltaic power generation and secure the sustainability of the rural economy,” and added, “The proposed legislation will greatly contribute to the energy transition and economic revitalization of rural areas.”


Meanwhile, Moon also proposed an amendment to the “Act on the Development of the Tea Industry and Promotion of Tea Culture” to allow the national and local governments to establish tea culture experience centers and to support expenses for tea culture education targeting children and adolescents, as a measure for the sustainable growth of the domestic tea industry and the promotion of tea culture.
