Proactive Legislative Activities Contribute to the Advancement of Police Administration

On the 7th, according to the Hanam City Council and Hanam Police Station, members Jeong Hye-young, Park Seon-mi, and Oh Seung-cheol were highly praised for proactively leading legislation related to crimes infringing on public welfare such as stalking crimes, dating violence, voice phishing, and missing children, contributing to the advancement of police administration. On this day, they received letters of appreciation from Jang Han-ju, chief of Hanam Police Station.
Jeong Hye-young, chairperson of the Council Steering Committee of Hanam City Council (Democratic Party, District Ga), took the lead in enacting related ordinances amid growing social concerns about the increasing severity of dating violence and stalking crimes and calls for strengthening victim protection.
In the 318th extraordinary session in 2023, Jeong Hye-young enacted the "Ordinance on the Prevention of Stalking Crimes and Support for Victims in Hanam City," which stipulates matters related to the prevention of stalking crimes and support for victims, thereby promoting citizens' safety and contributing to the establishment of a sound social order.
Subsequently, in the 324th extraordinary session, she enacted the "Partial Amendment Ordinance on the Prevention of Stalking Crimes and Dating Violence and Support for Victims in Hanam City," which expanded the scope of protection and support for victims of stalking crimes and dating violence and institutionally guaranteed the prevention of secondary damage.
Along with this, Jeong is preparing to submit the "Ordinance on the Operation and Support of the Hanam City Companion Dog Patrol" at the 338th extraordinary session opening on the 18th and held a meeting with officials from Hanam Police Station on the 28th of last month.
Park Seon-mi, chairperson of the Ethics Special Committee of Hanam City Council (People Power Party, District Ga), established an institutional foundation to prevent damage to ordinary citizens caused by the diversification and sophistication of voice phishing crimes, also known as information and communication financial fraud.
The "Ordinance on Prevention and Support for Damage from Telecommunication Financial Fraud in Hanam City," proposed and enacted by Park Seon-mi at the 334th extraordinary session last September, includes strengthening active education and publicity for damage prevention against telecommunication financial fraud, management of vulnerable groups, establishment of a damage prevention education system and training of educational personnel, and building a public-private cooperative system for damage prevention.
Park Seon-mi stated, “I only did what was right as a local council member for the citizens of Hanam, but I received a meaningful letter of appreciation. I will continue various legislative activities prioritizing the property and safety of Hanam citizens, not only eradicating the rampant voice phishing crimes but also beyond.”
Oh Seung-cheol, member of Hanam City Council (Democratic Party, District Ga), enacted the "Ordinance on the Prevention and Support of Missing Children, etc. in Hanam City" at the 335th extraordinary session in October last year, improving the system by strengthening the roles and responsibilities of local governments related to missing children.
According to the National Police Agency, the number of missing children under the age of 18 reported in 2023 was 25,628. The ordinance aims to prevent the occurrence of missing cases among socially vulnerable groups such as children, disabled persons, and dementia patients, ensure safety through rapid discovery and protective measures when missing, provide support for stable return to daily life after discovery, and establish measures to prevent recurrence.
It also establishes an organic cooperative system with related institutions and organizations such as the education office, police station, and protection facilities and allows for support of costs incurred in carrying out projects.
Oh Seung-cheol said, “As a council member raising two children, I will strive to create a safe city Hanam together with the police, related agencies, and residents.”
Jang Han-ju, chief of Hanam Police Station, who presented the letters of appreciation, said, “Since the ‘Security Meeting with Hanam City Council’ on April 25 last year, I deeply thank the council members for their affection and interest in the police, contributing to securing civil-police cooperative security and police administration.” He added, “In particular, they have made great contributions to creating a safe environment in the local community and laying the foundation for broad security activities that meet the security conditions of Hanam City and the demands of residents.”
