Kim Moonsu Proposes the "School Democratic Citizenship Education Act"
Aims to Establish a Legal Foundation for Systematic Democratic Citizenship Education in Schools
A legal basis will be established for implementing democratic citizenship education in schools.
Kim Moonsu, a member of the Democratic Party of Korea (representing Suncheon, Gwangyang, Gokseong, and Gurye-gap in Jeonnam), announced on the 7th that he has proposed the "School Democratic Citizenship Education Act" to support systematic and comprehensive democratic citizenship education in schools.
This bill provides a legal foundation for planning and promoting democratic citizenship education in schools, and includes provisions for the national and local governments to support these efforts. It also mandates that the Minister of Education establish a basic plan for democratic citizenship education every four years through deliberation by the School Democratic Citizenship Education Committee, and requires each school to implement this education.
The main educational content includes: ▲ the basic principles of democracy and the values pursued by democracy ▲ the history and system of democracy in Korea ▲ the freedoms and duties, rights and responsibilities of democratic citizens ▲ the content and values of the Constitution of the Republic of Korea ▲ understanding and practicing democratic debate and rational decision-making procedures.
Kim stated, "With recent events such as President Yoon Sukyeol's December 3 insurrection and the riot occupying the Seoul Western District Court, the necessity of school education has been raised," and explained the purpose of the bill by saying, "To eradicate the anti-democratic mindset, a legacy of military dictatorship, and to prevent a second Yoon Sukyeol, we must strengthen democratic citizenship education."
