"All 14 Complexes Targeted for Redevelopment Zone Designation Within This Year"
With the establishment of the redevelopment plan and designation of the redevelopment zone for Mokdong Complex 14 in Yangcheon-gu, Seoul, announced on the 6th, the reconstruction project transforming the area into a complex with up to 49 floors and 5,123 households is set to accelerate. This is the second such project following Complex 6 among the Mokdong reconstruction complexes.

According to the designation notice of the redevelopment zone, Complex 14 will be subject to a floor area ratio of up to 300%. Although the originally planned maximum number of floors was 60 during the public inspection of the redevelopment plan, it was adjusted to 49 floors or less reflecting the results of the New Town Planning Advisory Meeting and other considerations.
Yangcheon-gu stated, “Following Mokdong Complex 6, Complex 14 has also overcome the most challenging step in the reconstruction process, the designation of the redevelopment zone,” and added, “We plan to decide on the project implementation method and accelerate the reconstruction by selecting a construction company.”
During reconstruction, the width of Mokdong Central District Road (Mokdongdong-ro) and internal road (Mokdongdong-ro 8-gil) will be expanded to secure bicycle lanes and pedestrian spaces, maximizing convenience for local residents. Additionally, pedestrian-only roads and public pedestrian passages connecting the surrounding complexes and Yangcheon-gu Office Station on Line 2 will be installed to improve pedestrian accessibility for residents.
A neighborhood park will be established along the adjacent Anyangcheon-ro to strengthen the green network, and an open space will be secured in the center of the complex to be linked with neighborhood living facilities. Given the increasing demand for public elderly care services due to population aging, an elderly care facility will also be constructed through public contributions.
Completed in 1987, Mokdong Complex 14 is a large apartment complex consisting of 34 buildings and 3,100 households. It is surrounded by residents’ recreational spaces such as Anyangcheon Stream, Yangcheon Park, and Yangcheon Haenuri Sports Park, as well as elementary, middle, and high schools. It is also close to Yangcheon-gu Office Station on Line 2, making it a highly favorable residential location.
After passing a safety inspection in January 2023, a redevelopment plan was prepared through rapid integrated planning, and following public inspection by residents, it passed the Seoul city review in November last year.
Meanwhile, among the 14 Mokdong apartment complexes, 10 have consecutively disclosed redevelopment plans, marking the start of reconstruction projects. Complex 6, which is progressing the fastest, is aiming to obtain approval for the establishment of the association within the first half of this year through direct establishment and public support, and is currently collecting consent forms for association establishment. The district office plans to actively support the remaining four complexes, which have not yet disclosed redevelopment plans, aiming for public inspection by residents within the first half of the year.
Lee Gijae, Mayor of Yangcheon-gu, said, “Mokdong Complex 14 is the largest complex within the Mokdong district, and we expect not only this complex but also the surrounding area’s residential environment to improve significantly,” adding, “We will do our best to swiftly lead the reconstruction of all 14 complexes within the year, aiming for the designation of redevelopment zones and stable housing supply.”
