Seoul Mayor Oh Se-hoon will publish a book this month containing his administrative philosophy centered on 'Donghaeng' (Togetherness) and the national vision. This is the first time in six years since January 2019 that Mayor Oh has authored and published a book. He also delivered a message that if regulations are not eased, corporate and national growth will stop, and the nation and its people cannot survive.

According to Seoul City on the 3rd, Mayor Oh plans to publish a book titled Growth Again in mid to late this month. The subtitle is Oh Se-hoon's Five Donghaengs Become the Future. The book centers on the five Donghaengs that Mayor Oh has emphasized through Seoul city administration, containing the philosophy and vision needed to advance toward a developed country. The five Donghaengs are: Donghaeng with Challenge and Achievement, Donghaeng with the Vulnerable, Donghaeng with Future Generations, Donghaeng with Local Governments, and Donghaeng with the International Community.
Kim Byung-min, Seoul City Deputy Mayor for Political Affairs, said, "Through the book, Mayor Oh will emphasize that 'our society must find innovative driving forces to grow again and everyone should have confidence,'" adding, "It is a 'Blueprint for Korea's Future' that derives five themes centered on Donghaeng, the core brand of Mayor Oh Se-hoon, and contains concrete strategies and awareness of issues for each theme." He added, "The book is infused throughout with Seoul city policy achievements and experiences accumulated in administration."
On the same day, Mayor Oh posted on social media (SNS) an article titled Growth Again, Deregulation Is the Answer. He wrote, "Regulatory reform, tax reform, fiscal policy, financial innovation, and industrial policy all need fundamental changes centered on revitalizing businesses and the economy," and "If regulations are not eased, neither businesses nor the economy can grow any further."
He diagnosed, "Our economy suffers from the 'Korea Disease,' where the growth rate declines by 1% every five years," and warned, "If we cannot reverse this with 'Growth Again,' neither the nation nor its people can survive."
Mayor Oh said, "The world is rapidly reorganizing around new industries such as artificial intelligence (AI), bio, fintech, and robotics, but our main industries have not changed for 20 to 30 years," and added, "To revive the economy, the government must change the environment so that companies can innovate."
Seoul City will hold a forum titled Regulatory Reform Oriented Toward Corporate-Centered Growth at 9:30 a.m. the next day at the International Conference Hall of the Korea Chamber of Commerce and Industry in Jung-gu, Seoul. Mayor Oh will deliver a keynote speech under the theme KOGA (Korea Growth Again). He is expected to emphasize bold industrial policies such as investment in advanced industry research and development (R&D) and fostering creative industries, proactive fiscal investment including infrastructure and nurturing future talent in science and engineering, and revitalizing asset markets such as establishing Asia’s digital financial hub and fostering the virtual asset market.
