Yongin City Selected for 7 Exemplary Cases of Proactive Administration Including 'Incineration Plant Site Selection'

Yongin City in Gyeonggi Province has selected the issue of site selection for a new municipal solid waste incineration plant as an excellent case of proactive administration.


On the 28th, Yongin City announced that at the '1st Proactive Administration Committee Meeting of 2025' held on the 26th in the city hall video conference room, seven cases chosen as 'Excellent Proactive Administration Cases for the First Half of 2025' were reviewed, resulting in the selection of two cases each for the excellent grade, two for the encouragement grade, and two for the effort grade.

During the evaluation, the committee selected "Incineration Plants Are No Longer Nuisance Facilities," which resolved negative perceptions of municipal solid waste treatment facilities and the difficulties in selecting a site for a new incineration plant, as the most outstanding proactive administration case. This case received high praise for delivering accurate information about incineration plants and actively communicating with local residents to build consensus on the necessity of municipal solid waste incineration during the candidate site selection process for the resource recovery facility 'Yongin Green Eco Park (tentative name)' that the city is promoting.


The city had been pushing for the construction of new facilities due to the need to expand municipal solid waste treatment facilities but faced difficulties in site selection due to negative public opinion. In response, the city's Resource Circulation Division and Resource Facility Management Team expanded communication with local residents and made efforts to alleviate negative perceptions through visits to advanced facilities and case introductions, resulting in securing a new facility site in Deokseong-ri, Idong-eup, Cheoin-gu in December last year.


Other excellent grade cases included "Securing the Golden Time for Citizens' Lives by Expanding the Metropolitan Emergency Vehicle Priority Signal System to Other Cities in Gyeonggi Province," which shortens the transport time of emergency patients to large hospitals by prioritizing road signals, and "Improving the Permit System for the Semiconductor Cluster General Industrial Complex in Yongin to Enable Timely Operation of Semiconductor Production Lines," which efficiently improved the building permit system to achieve early construction start.


The encouragement grade was awarded to "Another Great Achievement for Yongin City's Development: Lifting the Dual Regulations on About 1.13 Million Pyeong of Waterfront Area along the Gyeongan Stream in Pogok, Mohyeon, and Yurim," which removed overlapping military facility protection and waterfront area regulations, and "Smart Tax Solutions in One Go: Easily Check Local Tax and Non-Tax Delinquent Notices, Refunds, and Disabled Parking Violation Fines via KakaoTalk," which allowed citizens to conveniently check various tax-related notices through KakaoTalk instead of postal mail.


The effort grade included "Nation's First Elimination of Waste Home Appliance Disposal Stickers: Yongin City Provides Free Disposal of Waste Home Appliances!" and "Smart Travel with One Ticket: Yongin Tour Pass."


Mayor Lee Sang-il of Yongin said, "We create opportunities for active communication to improve even minor issues without neglect and strive to establish new policies. We will actively reflect citizens' opinions to develop excellent policies for the citizens and continue in-depth research."
