Establishment of a New Plant in the Naepo Agricultural Life Convergence Industry Cluster
Celltrion, which was attracted by Chungnam Province, has announced concrete investment plans and methods about a year after signing the memorandum of understanding (MOU).
On the morning of the 27th, Chungnam Province held a briefing session on Celltrion's investment project and a memorandum of agreement (MOA) signing ceremony at Chusa Hall in Yesan County Office, attended by Governor Kim Tae-heum, Celltrion Group Chairman Seo Jungjin, Yesan County Governor Choi Jaegu, National Assembly member Kang Seungkyu, and Chungnam Development Corporation President Kim Byeonggon.
At the briefing, Celltrion revealed its plan to invest 300 billion KRW by 2028 to establish a new biopharmaceutical production plant in the Naepo Agricultural Life Convergence Industry Cluster, which is being developed by the province in Sapgyo-eup, Yesan County.
Unlike an MOU, which is a non-binding document expressing intent to cooperate, an MOA is a legally binding agreement containing specific conditions and details. This means that Celltrion's investment in the province has been concretely confirmed and will move forward in earnest.
According to the memorandum of agreement, Celltrion, Chungnam Province, and Yesan County will jointly establish the industrial complex plan as co-executors for part of the Naepo Agricultural Life Convergence Industry Cluster industrial complex, where the new Celltrion plant will be located, with the goal of obtaining approval within the year.
The province and Yesan County will provide administrative and financial support for the rapid and efficient development of the industrial complex and the approval process for the new plant, while Chungnam Development Corporation plans to complete land acquisition and infrastructure construction for the industrial complex by the first half of 2027.
The province expects that once Celltrion completes and begins full-scale operation of the plant, it will become a symbol and core company of the Naepo Agricultural Life Convergence Industry Cluster, creating quality jobs, revitalizing the local economy, and upgrading the regional biopharmaceutical industry to the next level.
Governor Kim Tae-heum emphasized, "The Celltrion Yesan plant will be the first biopharmaceutical production base established in a local area, and it will certainly be completed by 2028. The 500,000-pyeong cluster, filled with smart farms, industrial complexes, and research complexes, will become a leading national model for the future agri-food and bio-industrial complex."
Chairman Seo Jungjin stated, "Celltrion is a global biotechnology company dedicated to improving human health and advancing the national economy. We have signed this memorandum of agreement to strengthen our biopharmaceutical production capabilities and contribute to the development of the local community. We will do our best to expand the supply of high-quality biopharmaceuticals and promote the economic development of Yesan County."
Meanwhile, the Naepo Agricultural Life Convergence Industry Cluster, which will host Celltrion, is being developed to establish a leading model for the future agri-food industry in Korea, create an ecosystem for convergence industries based on agricultural life resources, foster the next generation of agricultural professionals, and realize a future-oriented rural economy.
