Lee Jun-seok: "Considering the Impact of Deregulation on Citizens"

After declaring his candidacy for the presidential election as the "First Penguin" and announcing a "war against regulations," Rep. Lee Jun-seok of the Reform New Party visited the Samsung C&T Inter-floor Noise Research Center (Raemian Goyo AhnLab) located in Yongin, Gyeonggi Province on the 26th. This is the third time Rep. Lee has visited a site related to deregulation, following the CHA Bio Complex Infertility Training Center and the SK Hynix Icheon Campus. At around 9:50 a.m. that day at Raemian Goyo AhnLab, Rep. Lee explained the reason for his visit, saying, "Dongtan has many children and apartments, so inter-floor noise is a real issue here," and added, "I have continuously paid attention because it also has the highest number of complaints."

Wearing a navy blue field work uniform, Rep. Lee observed simulations of inter-floor noise reduction technology at the research center, which was built to closely resemble actual multi-family housing. He emphasized, "In the metropolitan area, many defect complaints arise after apartment move-ins," adding, "The rest of the apartment aspects have been standardized at a high level, so researching inter-floor noise is especially important." He also asked officials whether there were any unnecessary regulations hindering research and development, stating, "Unnecessary delays during the research process reduce motivation," and stressed, "We need to examine if there are any delays related to construction technology."

In response to Rep. Lee’s remarks, research center officials lamented that there are excessive unnecessary delays in the process of developing floor structure technology. Lee Seung-sik, deputy director of the research center, explained, "To apply technology developed to prevent inter-floor noise to actual apartments, we must obtain certification from relevant institutions," adding, "However, the time it takes to issue the certification is long, resulting in about a two-and-a-half-year gap before actual construction can begin."

Rep. Lee pointed out, "Because certification issuance takes so long, the site has to remain idle," and added, "This becomes a significant cost for both construction companies and consumers who purchase the units." He continued, "I believe such regulations should be eased. Although this will be discussed in the Land, Infrastructure and Transport Committee, progress seems slow."

Lee told reporters, "After seeing the research center today, I have a better understanding of inter-floor noise," and said, "Above all, my constituency is Dongtan, which has many things starting with the letter 'A'?children and apartments." He added, "Inter-floor noise is a socially emerging issue and one of the areas with the most complaints," and stated, "You mentioned pre-certification regulations, but it is important to create policies that ensure places researching and applying technology to address noise inconveniences experienced in daily life receive excellent certification evaluations, and I will propose such policies."
