Warrant Review Requested for Kim Seong-hoon, Deputy Chief of Security, and Lee Kwang-woo, Head of Security Headquarters
The police have requested a warrant review for the arrest of Kim Seong-hoon, Deputy Chief of Security at the Presidential Security Service, and Lee Kwang-woo, Head of the Security Headquarters.
On the 24th, the police announced that they had applied to the Seoul High Prosecutors' Office for a warrant review regarding Deputy Chief Kim and others. According to the Criminal Procedure Act, if a prosecutor does not file a warrant requested by the police to a judge without justifiable reason, the police can request a review from the High Prosecutors' Office with jurisdiction over the local prosecutor's office of that prosecutor. The Warrant Review Committee, which reviews whether the prosecutor's disposition was appropriate, exists in six high prosecutors' offices nationwide.
Earlier, the Seoul Western District Prosecutors' Office rejected the arrest warrants requested by the police emergency martial law special investigation team for Deputy Chief Kim and Head Lee, who led the prevention of President Yoon Seok-yeol's arrest, three times and twice respectively. The prosecution judged that it was difficult to recognize concerns about evidence tampering based on the compiled evidence such as police-secured video footage, testimonies of related parties, and mobile phones seized during recent searches, and also found it hard to see any flight risk for Deputy Chief Kim and others.
Initially, the police considered transferring the cases of Deputy Chief Kim and Head Lee to the Corruption Investigation Office for High-ranking Officials (CIO) and having the CIO directly request arrest warrants from the court, but it is reported that they decided to await the judgment of the Seoul High Prosecutors' Office, which has jurisdiction over the Western District Prosecutors' Office.
