Candid Dialogue with 3,000 Residents in 10 Towns and Townships
About 200 Suggestions from Local Residents Reflected in County Administration
"We Will Usher in a Prosperous Era as a Nobel Literature City"
Jangheung County in Jeollanam-do (Governor Kim Sung) announced on the 21st that the dialogue with residents, which was promoted to share the county administration's vision for realizing a Nobel Literature City and to broadly listen to residents' opinions on issues such as the local economy, has been successfully completed.
This year's dialogue with residents focused on hearing as many opinions and suggestions from residents as possible. For this purpose, a written submission method for suggestions was introduced for the first time this year, allowing even small opinions from the field to be collected.
The dialogue with residents, which began in Yuchi-myeon on the 11th, toured 10 towns and townships in sequence and concluded in Jangheung-eup on this day. A total of about 3,000 residents participated, and around 200 suggestions were collected.

The dialogue with residents proceeded in the following order: sharing last year's county administration achievements, announcing the 2025 county administration vision, Q&A on suggestions and daily inconveniences, and visiting farming and fishing households.
Governor Kim Sung personally presented in all 10 towns and townships, explaining major achievements such as: securing 230.3 billion KRW in national, provincial, and competitive project funds for 2024; a sharp increase in export volume to 103%; surpassing a 70% sales rate at the bio-industrial complex; and slowing the population decline rate to the 1% range.
Furthermore, for the 2025 county administration vision, he emphasized four main points: realizing a Nobel Literature City; fostering local industries to revitalize the local economy; overcoming the crisis of regional extinction through customized population strategies; and making Jangheung a safe and happy place for residents. The plan is to usher in a prosperous era for Nobel Literature City Jangheung with these focuses.
In particular, to foster local industries, the county will implement Jangheung-style agricultural policies such as achieving 30% eco-friendly certification, developing strategic crop complexes by region, and expanding facility cultivation to over 100 hectares; reach 50 billion KRW in agricultural specialty product exports; promote the public delivery app to support small businesses; issue 24 billion KRW in Jangheung gift certificates and achieve an 80% merchant participation rate; activate sports marketing; and create a foundation for increasing the resident population through private investment attraction, thereby invigorating the local economy.
Additionally, for major long-awaited local projects, the county will work closely with the central government and Jeollanam-do to pass the government preliminary feasibility study for the four-lane expansion of National Route 23 from Daedeok Sinri to Jangheung Sunji (24.8 km, 427.4 billion KRW) and National Route 18 from Anyang Gisan to Sachon (8.6 km, 67 billion KRW), as well as to begin design for the four-lane expansion of Jangpyeong Bongnim to Jangdong Baesan (9.5 km, 95 billion KRW).
Following the county administration presentation, participants directly delivered questions and suggestions to Governor Kim Sung in various fields such as culture and tourism, and agriculture, fisheries, livestock, and forestry.
The suggestions received on-site and in writing totaled about 200, including the creation of a reading village, fostering the shiitake mushroom industry, strengthening support for eco-friendly agriculture, maintenance of flood-prone areas, and improvement of river and agricultural infrastructure. The county plans to establish a separate response plan for each suggestion, notify the individual proposers, and reflect them in county administration.
Governor Kim Sung said, "This dialogue with residents was a valuable opportunity for me and public officials to communicate with residents and hear vivid voices from the field," and added, "We will reflect your diverse opinions in county administration and open a prosperous era for Nobel Literature City Jangheung together with residents."
