From General to Major
It has been revealed that a total of 30 active-duty military personnel are under investigation for charges of insurrection related to the December 3 emergency martial law incident.
According to data submitted by the Ministry of National Defense to the office of Ahn Gyu-baek, a member of the National Assembly’s National Defense Committee from the Democratic Party of Korea, investigative agencies including the prosecution, police, High-ranking Officials’ Crime Investigation Division, and military prosecution have notified the Ministry of National Defense of the commencement of investigations into active-duty military personnel related to the emergency martial law incident. Among them are 17 general officers and 13 field-grade officers.

The general officers include 1 general, 5 lieutenant generals, 3 major generals, 5 brigadier generals, and 3 officers scheduled for promotion to brigadier general. The field-grade officers consist of 11 colonels, 1 lieutenant colonel, and 1 major. The highest-ranking officer among them is General Park An-su, former Martial Law Commander and Chief of Staff of the Army, while the lowest-ranking officer is a major belonging to the Defense Intelligence Command. No company-grade officers, non-commissioned officers, or enlisted soldiers currently serving mandatory military service have yet been subject to investigation.
By unit, the Defense Counterintelligence Command had the highest number with 8 personnel, followed by the Army Special Warfare Command with 6, the Defense Intelligence Command with 5, the Ministry of National Defense Investigation Headquarters with 3, and the Army Capital Defense Command with 2. Among the 30 personnel notified for investigation commencement, five have been prosecuted: General Park An-su, former Counterintelligence Commander Yeo In-hyung, former Capital Defense Commander Lee Jin-woo, former Special Warfare Commander Kwak Jong-geun, and former Intelligence Commander Moon Sang-ho. All five face charges of engaging in important duties related to insurrection and abuse of authority obstructing the exercise of rights.
