The Proposal by Namyangju City Council Disregards Guri City
Administrative Procedures Such as Urban Management Plan Changes for GH Relocation Are Underway
The city of Guri, Gyeonggi Province (Mayor Baek Kyung-hyun) announced on the 19th that the relocation of the Gyeonggi Housing and Urban Corporation (GH) to Guri, which was successfully attracted by the citizens of Guri in unison, is being properly carried out according to the contents of the "Business Agreement for the Promotion of the Relocation of Gyeonggi Housing and Urban Corporation" signed on June 29, 2021.
On the 10th, Guri City expressed deep regret over the proposal adopted by the Namyangju City Council, which called for a reconsideration of the relocation site of the Gyeonggi Housing and Urban Corporation (GH) in the northern region due to Guri City's push for incorporation into Seoul, stating that the reconsideration of GH's relocation raised by Namyangju City is a disparagement of Gyeonggi Province and Guri City and a disregard for the citizens of Guri.
On September 11 last year, Gyeonggi Governor Kim Dong-yeon stated at a press conference for the ‘Gyeonggi Northern Great Transformation Project’ that “The relocation of public institutions, which is a promise to northern residents, will be promoted speedily as planned,” and “The relocation of public institutions will proceed as promised.”
He added, “The press release distributed by Gyeonggi Province last month clearly states that ‘the relocation of public institutions will proceed as scheduled, starting with the Gyeonggi Research Institute (Uijeongbu), Gyeonggi Economic Science Promotion Agency (Paju), and Gyeonggi Credit Guarantee Foundation (Namyangju) in 2025, followed by the Gyeonggi Housing and Urban Corporation (Guri) in 2026,’” explaining the tripartite agreement signed by Gyeonggi Province, Guri City, and GH and the progress made since then, emphasizing that the relocation procedures have advanced significantly.
Regarding concerns that Guri City's push for incorporation into Seoul might threaten the stability of GH's projects, he rebutted, “Many citizens want it, so we are conducting an effect analysis study on Seoul incorporation, but this is merely collecting related basic data and no decisions have been made yet,” and “According to confirmation with Gyeonggi Province officials, the claim that there is internal discussion about canceling GH’s relocation to Guri is unfounded.”
Mayor Baek Kyung-hyun of Guri said, “Our city has been preparing and promoting the relocation of the Gyeonggi Housing and Urban Corporation (GH) to Guri without any setbacks,” and “The matters raised by some in Namyangju City, including the Namyangju City Council’s proposal, sour the cooperative relationship with Guri City that has existed so far and do not respect the plans under the existing agreements aimed at balanced development of Gyeonggi Province.”
He added, “The claims for reconsideration of GH’s relocation raised by the Namyangju City Council and some in Namyangju City are matters that require no further discussion.”
