Gyeongnam Office of Education will conduct an open competition to designate the next financial institution to handle the education treasury operations for the next four years starting next year.
The provincial Office of Education announced a general competitive announcement for treasury designation in accordance with the treasury contract period ending at the end of this year.
The next treasury will be responsible for education treasury operations from January 1, 2026, to December 31, 2029, and will be designated as a single treasury.
The provincial Office of Education will hold an explanatory meeting for financial institutions wishing to be designated as the treasury on the 18th, and after the document inspection period, will accept proposal applications until the 28th.
Eligibility to apply is limited to financial institutions under Article 28 (Establishment of Treasury) of the Local Accounting Act.
The provincial Office of Education plans to review and evaluate proposals through the Treasury Designation Deliberation Committee, composed of six external experts including certified public accountants, tax accountants, lawyers, and three internal members, and designate the financial institution with the highest score as the treasury.
The proposal evaluation criteria include ▲internal and external creditworthiness and financial structure stability of the financial institution (27 points) ▲loan and deposit interest rates for the Office of Education (20 points) ▲convenience of use for education consumers and educational institutions (24 points) ▲treasury operation management capability (22 points) ▲contributions to educational institutions and cooperative projects with the Office of Education (7 points).
The total evaluation score for proposals is 100 points across five categories (19 detailed items).
Once designated as the financial institution, after the treasury contract process, it will operate the Gyeongnam Office of Education treasury for four years, handling tasks such as ▲collection and safekeeping of various revenues of the special education account ▲payment of expenditures ▲deposit and management of surplus funds ▲maintenance of computerized records of revenue and expenditure details ▲provision and maintenance of education electronic finance (e-education treasury) services.
