Names such as Moon Jae-in, Lee Jae-myung, and Cho Kuk also included
Notebook contains A-grade target handling plans

Lee Jun-seok, a member of the Reform New Party, expressed his dismay and embarrassment over reports that former Commander of the Republic of Korea Army Intelligence Command, Noh Sang-won, who was indicted for allegedly conspiring to impose martial law on December 3, had written his name as a 'target for arrest' in his notebook. On the 13th, Lee posted on his social media service (SNS), "Hello, this is the target for collection, Lee Jun-seok." He added, "The essence of the Yoon Seok-yeol administration is that I had to be placed on such a blacklist simply because I always pointed out what needed to be pointed out and spoke the truth to President Yoon Seok-yeol."

Earlier that day, MBC reported, "In former Commander Noh’s notebook, targets for collection were classified from A to D by alphabet grades, and among those marked as grade 'A' were Lee Jae-myung, leader of the Democratic Party of Korea, Cho Kuk, former leader of the Innovation Party, and former President Moon Jae-in." Not only these individuals but also writer Yoo Si-min, former Presidential Chief of Staff Im Jong-seok, and Lee Jun-seok, who served as the ruling party leader during President Yoon’s candidacy, were included as targets for arrest on this list. Furthermore, MBC revealed that the notebook contained an 'A-grade target handling plan' with expressions implying assassination, such as 'accident during transfer,' 'detonation of detention facility,' and 'killed after external infiltration.'

Moreover, MBC stated, "Former Commander Noh designated as 'targets for collection' various figures from the nationwide teachers’ union, Lawyers for a Democratic Society, the Korean Confederation of Trade Unions, the Catholic Priests’ Association for Justice, as well as Buddhist and Christian figures who were listed in the 'Yoon Seok-yeol Regime Resignation Movement Headquarters.'" The names of broadcaster Kim Eo-jun, Kim Je-dong, and former soccer coach Cha Bum-geun were also written in the notebook, MBC reported. Finally, MBC added, "Former Commander Noh planned the 'collection' in phases?first, second, and third rounds?collecting about 500 people, and it appears that there was a plan to arrest them sequentially after the declaration of martial law."

Regarding the notebook, former Commander Noh, who was arrested and indicted on the 10th of last month, reportedly testified to the police that "he wrote down what former Minister of National Defense Kim Yong-hyun dictated." However, the police and prosecution did not include this notebook as evidence in the charges against Noh. In particular, the prosecution maintains that the actual author and the time of writing the notebook, as well as its connection to the charge of rebellion, have not yet been proven. It remains unconfirmed whether the contents of the notebook relate to the current martial law or if there was any actual intent or concrete plan to implement it. Former Commander Noh has refused to make any statements to the prosecution.
