Resolving Issues Before Project Completion... Preventing Delays and Complaints
Pre-Consultation System Applied to 25 Districts Covering 1.2 Million Square Meters Last Year
In the development project process, 'Cadastral Confirmation Survey' to determine land boundaries can cause unexpected costs for the project entity.
The Cadastral Confirmation Survey is conducted to newly register the land's description details in the cadastral register after the completion of construction such as urban development projects or rural maintenance projects.
The problem arises when the land boundary, coordinates, area, and other description details do not match the plan. If construction proceeds differently from the plan during the development project, changes to the plan and reconstruction become inevitable at the final stage of the project, increasing time and cost burdens. Additionally, in some project areas, complaints due to delays in completion may occur.
The 'Cadastral Confirmation Survey Pre-Consultation System' introduced by Yongin City, Gyeonggi Province since last year is receiving positive responses. The city's 'Cadastral Confirmation Survey Pre-Consultation System' provides administrative services in advance to project operators so that potential issues arising during the cadastral confirmation survey process before the completion of the development project can be reviewed and supplemented.

According to the city, in the first year of introduction last year, the pre-consultation system was applied to 25 development project districts totaling 1,203,807㎡. A city official stated, "Since Yongin is undergoing large-scale development projects due to urban growth, it is important to enhance the efficiency of administrative procedures to ensure smooth project progress," adding, "We actively guide the pre-consultation system from the early stages of the project to prevent disadvantages such as delays in completion."
An official from a company that actually applied for the pre-consultation system said, "Thanks to the responsible public officer visiting the site several times before project completion and providing guidance on improvements, we were able to reduce trial and error and successfully complete the project."
The application targets for the pre-consultation system are land development project implementers and cadastral surveyors. Inquiries can be made to the Land Information Division at City Hall or the Civil Complaints Cadastral Division at each district office.
