Partial Lifting of Land Transaction Permission Zone in Jamsil-dong, Songpa: Result of Mayor Seo Kangseok's Efforts

Songpa District (District Mayor: Seo Kangseok) announced that the land transaction permission zone in Jamsil-dong, which includes the International Exchange Complex District and its surrounding areas, will be partially lifted. The areas being lifted this time include all apartment complexes in Jamsil-dong except for those currently undergoing reconstruction: Jamsil Jugong Complex 5, Woosung 1·2·3·4, and the Asia Athletes' Village.


Seo Kangseok, Mayor of Songpa District, has continuously requested the Seoul Metropolitan Government to lift the land transaction permission zone a total of 14 times-from 7 times in 2023, 6 times in 2024, and once in January 2025-since the area was excluded from the government’s ‘deregulation zone’ announcement in 2023, in order to protect residents’ property rights.


In the Jamsil-dong area, the land transaction permission zone designation for apartment use had been in effect from June 23, 2020, to June 22, 2025.


With this decision, 15 apartment complexes in Jamsil-dong designated for apartment use will be lifted from the zone, and the change will take effect immediately upon the announcement on February 13. However, four reconstruction apartment complexes that have passed safety inspections will remain as land transaction permission zones, as before.

The complexes subject to this lifting are those where reconstruction has been completed, speculative demand is low, and most transactions are for actual residence. As a result, it is expected that residents will be able to relocate more smoothly and that much of the inconvenience caused by previous regulations will be alleviated.


Songpa District has consistently argued for regulatory easing in cooperation with the Seoul Metropolitan Government, emphasizing that as most development projects have been completed and the possibility of speculation has decreased, such measures are necessary. In particular, the district has actively stated that the overlapping regulation of the Jamsil-dong land transaction permission zone, now in its fifth year, should be corrected as it no longer serves a practical purpose.


Seo Kangseok, Mayor of Songpa District, stated, “We expect that the partial lifting of the land transaction permission zone in our district will have a positive impact on improving the residential environment for our residents and revitalizing real estate transactions.” He added, “We will continue to work closely with the Seoul Metropolitan Government to actively pursue the abolition of remaining regulations.” He also emphasized, “We will prepare thorough preemptive and follow-up measures to ensure market stability, keeping in mind the possibility of market overheating due to regulatory easing.”
