Ordinance on "Just Labor Transition" Passed by City Council
Gwangju City is expected to establish labor policies to proactively respond to changes in industrial structure driven by digital transformation, climate change response, and the pursuit of carbon neutrality.
The "Gwangju City Just Labor Transition Support Ordinance," proposed by Council Member Chae Eunji (The Minjoo Party of Korea, Proportional Representative), passed the city council's plenary session on the 12th.
"Just Transition" refers to promoting transitions in a fair manner so that workers, local communities, and vulnerable groups are not marginalized during changes in industry, environment, and the economy.
This ordinance was enacted to provide a basis for Gwangju City to support employment stability for workers and respond proactively in situations where the labor environment is rapidly changing due to industrial restructuring.
The enacted ordinance includes provisions for establishing and implementing a basic plan, conducting fact-finding surveys, promoting support projects such as vocational training and employment retention for employment stability, and building a cooperation system with related organizations to support a just labor transition in response to industrial transformation.
Council Member Chae emphasized, "The labor environment in Gwangju is greatly affected by changes in industrial structure," and added, "I hope that not a single worker will be left behind in the process of industrial transition."
Council Member Chae also urged, "I hope this ordinance will serve as a policy foundation for a just labor transition, enabling Gwangju City to establish a sustainable local industrial system and further advance labor policy."
Meanwhile, with the enactment of this ordinance, Gwangju is expected to establish itself as a leading city that protects workers' rights and supports stable job transitions amid changes in the industrial paradigm, such as carbon neutrality and digital transformation.
