234 People Sex Exploitation 'Vigilante Group' Leader, Kim Nokwan Arrested and Indicted

Charges Include Organizing and Operating a Criminal Organization,
Production and Distribution of Sexually Exploitative Materials and Illegal Recordings

Kim Nok-wan, who is accused of organizing a cyber sexual violence crime group under the name 'Jagyungdan' via Telegram and sexually exploiting 234 men and women, including minors, has been brought to trial while in custody.

On the 12th, the Special Investigation Team for Jagyungdan at the Seoul Central District Prosecutors' Office (Team Leader Kim Ji-hye, Head of the Women's and Children's Crime Investigation Division 1) announced that Kim, who acted as the head of Jagyungdan, was indicted in custody on charges including ▲organizing and operating a criminal organization ▲production and distribution of sexually exploitative materials and illegal recordings ▲coercion to use illegal recordings and quasi-rape ▲rape of children and adolescents ▲extortion, among others.


According to the prosecution, Kim, the ringleader, assigned himself the title of 'pastor' and gave titles such as 'evangelist' and 'prospective evangelist' to members, organizing Jagyungdan, the largest cyber sexual violence crime group in the country. He is accused of producing and distributing sexually exploitative materials, illegal recordings, and fabricated videos, threatening to distribute them, and raping minors using sadistic and perverted methods while filming these acts, committing additional crimes. Kim is also charged with extorting money from victims and laundering the funds by converting them into cash through Google gift codes or sequential remittances via organization members.


The prosecution stated that for the 234 victims of Jagyungdan, they have implemented multifaceted support measures including ▲support for physical and mental recovery ▲assistance in deleting illegal videos to prevent secondary damage ▲support for victims' 'right to be forgotten' through name changes. The Special Investigation Team for Jagyungdan explained, "We will make every effort to maintain the prosecution so that Kim receives a severe punishment commensurate with his crimes, and we will closely cooperate with the police to relentlessly track down and strictly punish the Jagyungdan organization, which committed these grotesque crimes that obliterate the dignity of the victims."
