Hampyeong County in Jeonnam Province announced on the 12th that it will begin issuing "mobile resident registration cards" that can be registered and used on mobile phones.


The mobile resident registration card has the same legal effect as the physical resident registration card. The rollout will be conducted in three phases from the 14th until the 28th of next month and is expected to expand nationwide.


The county has been selected as a first-phase local government for issuing mobile resident registration cards, so from the 14th, any Hampyeong County resident aged 17 or older with an address registered in Hampyeong County can receive a mobile resident registration card.


There are two issuance methods: "QR code issuance" and "IC resident registration card registration," both of which can be completed by visiting the town or township office.


For the "QR code issuance" method, residents can visit the town or township office, apply for a mobile resident registration card, and receive it immediately at no cost. However, if the mobile phone is changed, reissuance must be done at the town or township office.


For the "IC resident registration card registration" method, after applying for an "IC resident registration card" at the town or township office, residents can register it on their mobile phone and receive the mobile resident registration card immediately. In this case, reissuance is also immediate if the phone is changed or the app is deleted.


However, the fee to reissue an existing physical resident registration card as an IC resident registration card is 10,000 won (5,000 won issuance fee and 5,000 won for the IC chip).


The mobile resident registration card is planned to be expanded nationwide from the 28th of next month, and it can be issued at any town, township, or neighborhood community center nationwide, regardless of Government24 or registered address.


County Governor Lee Sangik said, "The mobile resident registration card can be a means to resolve minor inconveniences experienced by residents, so we ask for your active participation," and added, "Hampyeong County will also keep pace with the changing times and provide the best civil service administration."
