Utilizing Public Facilities Such as Village Libraries
Expectations for Addressing the Care Gap
Ulsan City is actively recruiting public facilities such as village libraries within the region to expand the ‘Ulsan-style Elementary School Gap Care’ facility-dispatch type Neulgyeotae (愛) project, aimed at addressing the care gap for elementary school students.
The facility-dispatch type Neulgyeotae (愛) project utilizes public facilities such as village libraries or apartment community spaces by dispatching care teachers to establish a local care system that fills the care gap from 4 p.m. to 8 p.m. on weekdays and Saturdays.
Ulsan City was designated as an educational special zone pilot area last year and has already completely reorganized the local care system. This project is being promoted as part of this year’s core administrative tasks.
Currently, 10 children receiving gap care services are using the service at the small library in Ulsan Songjeong LH Complex 2, and space has also been prepared at the Byeonyeong-ro Centum Park Aileen’s Garden Senior Center to recruit children in need of care.
Ulsan City plans to expand the project to up to five locations within this year and is recruiting additional public facilities.
The application target is public facilities such as village libraries that wish to be used as spaces for providing gap care.
Applications can be submitted by visiting the Ulsan Metropolitan City Childcare Support Center (Jeonhadong, Dong-gu, Ulsan) or by email.

An official from the city said, “We will recruit additional facilities within the first half of the year to promote the ‘Ulsan-style Elementary School Gap Care Facility-Dispatch Type’ Neulgyeotae (愛) project, which is part of this year’s core administrative tasks. We hope for much interest and participation so that full-scale services can be provided, and we will also strengthen the Ulsan-style child care system from early childhood to elementary school.”
Ulsan City has been promoting various care projects, including the ‘Ulsan-style Elementary School Gap Care’ night and Saturday care project, which significantly strengthens night and Saturday care.
Since last September, five hub-type care facilities have been designated, operating care services until 10 p.m. on weekdays including vacation periods, and until 6 p.m. on Saturdays.
Additionally, the self-help group type care ‘Neighborae (愛) Care Project’ operates 10 groups (with a minimum of 2 households to a maximum of 10 households per group), and plans additional recruitment in the second half of this year.
