Promoting Proper Waste Disposal Practices for a Cleaner Urban Environment
Seongdong-gu (Mayor Jung Won-oh) announced that it will intensify efforts to eradicate illegal dumping to create a pleasant and clean urban environment.
Last year, Seongdong-gu handled 6,185 complaints related to illegal dumping of household waste, a 26% increase compared to 5,412 cases the previous year, and imposed fines on 3,020 cases, a 111% increase from 1,428 cases the previous year, continuing on-site crackdowns and guidance.
This year, the district has established and is actively implementing the ‘2025 Comprehensive Plan for Eradicating Illegal Dumping’ to more intensively manage areas prone to illegal dumping of household waste, minimizing residents’ inconvenience and maintaining clean street environments.
The project covers three main areas: intensive management of illegal dumping of household waste, management of business waste discharge systems, and creating a clean city together with residents. Ten initiatives will be implemented, including expanding CCTV installation for illegal dumping monitoring, strengthening patrols in habitual illegal dumping areas, operating illegal dumping crackdown teams, a cigarette butt collection reward system, and a reward system for reporting illegal dumping.
By actively promoting proper waste disposal, the district aims to raise civic awareness among residents and business operators to suppress household waste generation, while intensifying efforts to eradicate illegal dumping through expanded installation of unmanned cameras (CCTV) and strengthening crackdown team activities.
Additionally, a dedicated illegal dumping crackdown team will operate during nighttime hours (6 PM to 10 PM). Since daytime crackdowns (9 AM to 6 PM) have limitations for businesses operating at night and illegal dumping occurs more frequently at night, the district will continuously operate the nighttime crackdown team to focus on enforcement and guidance, provide information on proper disposal locations and times, and promote recycling separation.
The ‘Cigarette Butt Collection Reward System’ will also be implemented year-round. Cigarette butts not only spoil the city’s appearance but also cause environmental pollution as their filters are made of microplastics. Their small size makes cleaning and enforcement difficult. They also obstruct smooth drainage during the rainy season.
Accordingly, since 2023, the district has been operating the ‘Cigarette Butt Collection Reward System’ to encourage voluntary participation from residents.
Any resident aged 20 or older can participate. By collecting cigarette butts discarded in habitual dumping areas and submitting them to the local community service center, participants can receive a reward of 30 KRW per gram, with a monthly minimum of 6,000 KRW and a maximum of 90,000 KRW, up to 450,000 KRW annually (program ends when budget is exhausted). Since the program’s launch, a total of 899 participants have collected 2,621 kg of cigarette butts.

Geumcheon-gu, Creating a Clean Geumcheon Together with Residents... Recruiting Village Communities for Waste Reduction

Up to 3 million KRW support per project type, one-on-one consultations... Online applications via Botaem-e system by February 25
Geumcheon-gu (Mayor Yoo Sung-hoon) announced that it is recruiting groups to participate in the ‘2025 Geumcheon-gu Waste Reduction Village Community Contest Project’ until February 25.
The project was designed to go beyond government-led initiatives and encourage residents’ autonomous participation in waste reduction and creating a pleasant urban environment.
The supported project types include three areas: ‘Spreading Waste Separation,’ which informs about the necessity and methods of waste separation; ‘Illegal Dumping Prevention Promotion,’ which educates and promotes eradication of illegal dumping; and ‘Other Areas,’ including activities to foster a mature waste disposal culture or neighborhood watch activities.
The total support budget is 30 million KRW, with up to 3 million KRW support per project type. However, recipients must cover 5% of the subsidy as self-funding.
Any group or organization of three or more residents living, working, or attending school in Geumcheon-gu can participate.
Interested groups can download the application form from the ‘Notices & Announcements’ section on the Geumcheon-gu website or from the Botaem-e local subsidy management system and apply online through the Botaem-e system.
The district will provide pre-application consultations to help resident groups understand the contest project. Services include one-on-one project consultations, introduction of successful past projects, guidance on application form preparation, and budget planning and management.
Based on submitted project plans, the district will conduct a first departmental review and a second local subsidy review committee evaluation. The final selected communities will be announced on the Geumcheon-gu website and notified individually in April.
Since 2016, the district has promoted the ‘Waste Reduction Village Community Contest Project,’ with 97 resident groups participating to date. Through resident-led waste reduction activities, the project has contributed to spreading proper recycling separation awareness and establishing a mature waste disposal culture.

We will do our best to create a clean Geumcheon together with village communities.”
Dobong-gu to Operate ‘Visiting Jeon/Wolse Safe Contract Counseling Center’ Starting This Year
Every first Monday of the month at Ssangmun Station, 1:30 PM to 5:30 PM
Detailed guidance on Jeon/Wolse contract counseling and housing policies
Dobong-gu (Mayor Oh Eon-seok) will operate the ‘Visiting Jeon/Wolse Safe Contract Counseling Center’ starting this year to assist social beginners and housing-vulnerable groups who are less familiar with real estate information.
For more convenient counseling, the center will visit locations with high foot traffic such as subway stations.
Since July 2022, the Real Estate Information Division at the district office has been providing Jeon/Wolse safe contract assistance services every Monday and Thursday to vulnerable groups in real estate information.
Main services include ▲real estate contract counseling ▲guidance on smart home selection ▲accompanied property inspection for peace of mind ▲customized housing policy guidance. Experts (licensed real estate agents) with extensive professional knowledge and brokerage experience provide these services, receiving strong positive feedback from residents.
One resident said, “When I ask the real estate office near my home, they can’t provide detailed counseling, but the district office’s direct counseling allows me to comfortably ask all my questions.”
Starting this year, counseling will be provided outside the district office. On February 3, the district held the first ‘Visiting Jeon/Wolse Safe Contract Counseling Center’ at Exit 2 of Ssangmun Station. Over 50 residents visited the center for rental contract consultations.
Going forward, the district plans to operate the ‘Visiting Jeon/Wolse Safe Contract Counseling Center’ at Ssangmun Station every first Monday of the month from 1:30 PM to 5:30 PM.
On all other Mondays and Thursdays (1:30 PM to 5:30 PM) except the first Monday of each month, counseling is available at the Real Estate Information Division of the district office. Those wishing to receive counseling can apply to the division, and by making a prior reservation and scheduling, evening or weekend consultations are also possible.
Oh Eon-seok, Mayor of Dobong-gu, said, “Recently, many Jeonse fraud cases have occurred mainly in the metropolitan area, causing serious damage to social beginners and newlyweds. We urge everyone to use the Jeon/Wolse Safe Contract Counseling Center to prevent damage in advance.”
