Changwon Special City, "Significantly Expanding Jobs for Livelihood Stability"

Senior Jobs, Public Work Projects, and More
44,452 Jobs to Be Focused in the First Half of the Year

Changwon Special City in Gyeongnam announced the ‘2025 Changwon City Comprehensive Job Plan’ on the 11th, setting a target of creating 44,452 jobs this year in response to the economic downturn.

To provide tailored jobs that citizens can feel in a timely manner amid the expanding internal and external uncertainties and deepening population decline phase that began at the end of last year, the city has designated 41 key strategic tasks in four major areas (livelihood stability and population response, corporate support, facility investment) for focused management.


The main job policy beneficiary sectors increasing this year are youth jobs and senior jobs. To prevent the outflow of youth outside the region and respond to the increasingly aging population structure, the city will promote job strategies focusing on strengthening employment safety nets and responding to the local economic downturn.


To this end, the city plans to fully support job strategy projects discovered from the perspectives of ‘revitalizing domestic consumption,’ ‘creating public jobs,’ ‘strengthening corporate competitiveness,’ and ‘investing in industrial infrastructure’ with a record-high budget of 177.8 billion won, adding 12.6 billion won more than the previous year.


In discovering hidden public jobs, the city will expand 2,190 jobs through public work projects, local community jobs, and self-support work projects. In particular, the public work project plans to proactively respond to the stabilization of low-income households and the local economic downturn by expanding 1,400 jobs in the first half of the year, an increase of 200 jobs compared to the previous year.


Job projects targeting women, foreigners, and persons with disabilities will also be actively promoted to support the livelihoods and employment stabilization of vulnerable groups facing difficulties in making a living and job seeking.


To expand women’s employment, the city will support the creation of 5,850 jobs by promoting employment support for career-interrupted women and childcare support projects for dual-income families.


Additionally, to encourage job seeking among persons with disabilities, the city will operate vocational rehabilitation facilities and job workplaces to create 1,030 jobs, laying a foundation for independence.


In the employment manpower sector, the city plans to significantly increase tailored job creation from youth to seniors in response to low birth rates and aging due to the decrease in the working-age population.


Youth-targeted jobs will be implemented through the Youth Growth Project for 1,020 job-seeking youths, providing employment matching and competency enhancement training in companies linked with the Gyeongnam Employers Federation. Furthermore, the city will create jobs through a region-led youth job project suited to local conditions and promote the Youth Tomorrow Account project to support asset formation for 1,000 new employees.


For the middle-aged and older population, the city will operate the Changwon City Job Center and Employment Bank to support the reemployment of 2,850 retirees and retired personnel.


Moreover, through collaboration with six institutions including the Naval Jinhae Base Command and the Gyeongnam Eastern Veterans Affairs Office, a new reemployment program for discharged (or soon-to-be discharged) soldiers will be launched to actively support career paths for skilled retired naval personnel and respond to population outflow.

Senior jobs target 16,397 people, supporting social participation activation and livelihood income stabilization.


To support the resolution of manpower shortages in companies, the city will promote job projects to restructure traditional industries and foster advanced industries.


In the main industries such as shipbuilding, automobile parts, and defense, the city plans to create 455 new jobs through work incentives, employment environment improvement subsidies, employment consulting, and technical training.


In advanced industries, the city will create 390 jobs through youth job creation projects linked to new industries such as medical, bio, and IT, and support the improvement of the dual structure in the aviation industry to foster manpower for future growth industries.


In the industrial sector, the city will focus on building an industrial ecosystem capable of job creation and establishing startup infrastructure, concentrating administrative efforts on supporting private job creation.


The city aims to create 1,000 new jobs through attracting companies relocating within the region and new or expanded investments, conducting investment agreements for large-scale employment creation together with defense industry companies. Additionally, to encourage new employment of corporate workers, the city will provide relocation support funds to a record-high 2,000 workers.


Hong Nampyo, Mayor of Changwon Special City, said, “Since jobs are directly connected to citizens’ lives, we will do our best to ensure that the comprehensive job plan established this time is implemented without fail.” He added, “In particular, in response to concerns about the prolonged economic downturn, we will focus the city’s administrative capabilities on stabilizing local employment through detailed projects such as creating public jobs, revitalizing domestic consumption, strengthening corporate competitiveness, and investing in industrial infrastructure.”
