Gwangju City is focusing on prevention-oriented safety management with the goal of achieving zero major accidents. The city announced on the 9th that it has recently established the "2025 Comprehensive Plan for Major Accident Prevention" to prevent major industrial and civic accidents.
The Comprehensive Plan for Major Accident Prevention aims for zero major accidents through proactive, prevention-centered safety management activities, with an emphasis on building a robust safety and health management system.
Specifically, the plan includes identifying and improving hazardous and risky factors at each workplace, managing and inspecting manuals in preparation for accidents, conducting safety and health education for major accident prevention, encouraging feedback from workers, establishing and managing safety plans, and checking and improving compliance with major accident prevention obligations.
In particular, efforts will be strengthened to enhance the effectiveness of the major accident prevention monitoring system. The city plans to continuously improve safety and health by operating the step-by-step "PDCA Cycle (Plan-Do-Check-Act)" method for systematic safety management.
To strengthen the safety and health capabilities of workers, the city will provide not only legally mandated training but also additional capacity-building education for supervisors and on-site workers, as well as on-site training for major accident prevention officers.
Bae Bokhwan, Director of the Citizen Safety Office, said, "We will strengthen continuous inspections and improvement activities regarding the fulfillment of major accident prevention obligations so that citizens can use public facilities safely and city employees can work in a safe environment," adding, "We will do our best to make Gwangju a 'safe city' where all citizens can live safely 365 days a year."
