The Personal Information Protection Commission (PIPC) will hold a high-level roundtable jointly with the French data protection authority (CNIL) and the Organisation for Economic Co-operation and Development (OECD) as a side event of the 'AI Action Summit' taking place in Paris, France, on the 10th and 11th.

This event, under the theme 'International Data Governance and Privacy Protection in the AI Era,' aims to highlight the importance of data governance and privacy protection as prerequisites for trustworthy AI development.


The roundtable consists of two main sessions. The first session, 'Enhancing Data Accessibility and Sharing in the AI Era,' hosted by the OECD, will share policy experiences from countries such as Singapore and Estonia that have established whole-of-government data strategies. Discussions will focus on privacy-enhancing technologies (PET), regulatory sandbox systems, and other policy and technical measures to balance AI innovation and safety.


The second session is co-hosted by the Korean PIPC and the French CNIL. It will feature heads of data protection authorities from the UK, Ireland, and Australia for a high-level discussion on 'Trust and Accountability-Based Data Governance in the AI Era.'


Particular emphasis will be placed on the impact and implications of AI technological advancement and diffusion on privacy, the role of data protection authorities as catalysts for AI innovation, and the importance of international cooperation and collaboration in the AI environment.


In this session, Ko Hak-soo, Chairperson of the PIPC, will introduce Korea’s representative policy achievements aimed at minimizing uncertainties related to data processing and supporting new industry innovation following the emergence of generative AI.


Specifically, these include ▲ six AI data processing guidelines ▲ operation of systems such as regulatory sandboxes and prior conformity assessments ▲ and prior inspections for proactive and preventive checks on AI privacy infringements.


Taking this event as an opportunity, data protection authorities from five countries will issue a joint declaration urging the leading role and responsibility of data protection authorities in establishing data governance that fosters both AI innovation and privacy protection.


The declaration is a finalized product drafted by the PIPC. It is significant as it reflects the principle-based regulation and risk-based approach policy direction outlined in the 'Privacy Policy Directions in the AI Era' announced by the PIPC in August 2023.


The declaration contains the core elements of Korea’s AI privacy policy in the highly complex AI data processing environment accompanying the full-scale spread of AI, including ▲ exploring diverse applicability of lawful grounds for personal data processing ▲ scientific and proportionate approaches to AI risks ▲ establishment of internal management systems such as privacy by design ▲ and the leading role of data protection authorities in AI innovation support and international cooperation.


Through this, Korea’s AI privacy policy is expected to broaden its international horizon and secure international interoperability for domestic legislation and policies.


Meanwhile, the PIPC plans to continue its efforts to lead international AI and privacy norms by hosting the Global Privacy Assembly (GPA) in Seoul in September, focusing on 'Privacy Issues in the AI Era.'


Chairperson Ko commented, "The joint event hosted by the OECD, France, and the PIPC is one of the great achievements demonstrating Korea’s capability to exercise international leadership in the field of privacy."
