The meeting between Sam Altman, a representative of the U.S. AI industry in the early days of the second Trump administration, and the top executives of Samsung Electronics, a leading Korean semiconductor company, holds significant meaning beyond simple business cooperation, encompassing global AI hegemony competition and the formation of a Korea-U.S. technology alliance. This meeting is particularly noteworthy as it takes place amid the fiercely competitive global AI industry environment between DeepSeek and OpenAI. In this context, Sam Altman's visit to Korea is interpreted as an effort to seek strategic cooperation with Samsung Electronics in the semiconductor sector, a core infrastructure of AI technology.

The AI War with DeepSeek: Building AI Infrastructure Essential to Seize Victory

The advancement of AI technology heavily depends on high-performance semiconductors, especially AI-specialized chips. Samsung Electronics is evaluated as an ideal partner that meets OpenAI's demands due to its global competitiveness in high-performance memory (HBM), foundry (semiconductor contract manufacturing), and system semiconductor sectors. Through the meeting with Samsung, OpenAI shows a strategic move to build its own AI hardware ecosystem.


Moreover, this cooperation discussion is likely to extend beyond AI-specialized semiconductor development to cloud and data infrastructure expansion. While DeepSeek utilizes vast data infrastructure within China, OpenAI has collaborated with Microsoft Azure. However, AI model training and operation require massive data processing capabilities and storage capacity, and Samsung Electronics' storage solutions (NAND flash memory) and server DRAM can meet these demands. This is interpreted as a signal that OpenAI is diversifying and strengthening its data infrastructure.

Samsung Electronics, with production bases in the U.S., Korea, Europe, and other countries, is regarded as a partner advantageous for managing geopolitical risks. The meeting between Sam Altman and Samsung Electronics' top executives can be seen as a strategic move by OpenAI to secure a stable semiconductor supply chain and gain an edge in technological competition with China.


In particular, the role of the Korean semiconductor industry in Korea-U.S. relations is becoming increasingly important. Semiconductors are core components of advanced technologies such as AI, 5G, and cloud computing, and are essential elements in the U.S. technology hegemony strategy. Korea, centered on Samsung Electronics and SK Hynix, plays a pivotal role in the global semiconductor supply chain, which aligns with the U.S. semiconductor self-reliance strategy. The U.S. is strengthening its strategy to expand domestic semiconductor production through cooperation with Korean semiconductor companies and to check China's technological rise. Against this backdrop, this meeting is expected to further solidify the Korea-U.S. technology alliance and enhance Korea's position in the global semiconductor market.


Another important axis of this cooperation is the potential linkage with the U.S. AI project 'Stargate,' valued at 700 trillion won. The Stargate project is a large-scale national initiative aimed at building next-generation AI infrastructure and ecosystems, with the fusion of semiconductor and AI technologies at its core. If Samsung Electronics' technological capabilities combine with OpenAI's software expertise, this project could play a decisive role in the global AI competition. This represents a symbolic case of technological cooperation between Korea and the U.S., and is expected to serve as an opportunity for the Korean semiconductor industry to play a central role in the global AI ecosystem.


Alongside this, the expansion of AI technology commercialization is also an important topic of discussion. While DeepSeek focuses on basic research and algorithm development, OpenAI is actively pursuing commercial models and services. Samsung Electronics, with a variety of consumer products such as smartphones, home appliances, and IoT devices, provides a foundation where OpenAI's AI technology can be directly applied. There is also the possibility that OpenAI's GPT model will be integrated into Samsung Galaxy smartphones or that AI assistant functions will be incorporated into Samsung's smart home devices in the future.


Timing-wise, this meeting is expected to be an important turning point that will determine the future direction of the global AI and semiconductor industries beyond mere corporate cooperation. It can be seen as a signal of strategic cooperation to strengthen the Korea-U.S. technology alliance amid global AI hegemony competition and for OpenAI to secure technological, commercial, and geopolitical advantages over DeepSeek.


Meanwhile, SK Group, which also owns another leading domestic semiconductor and telecommunications company, is pushing for a meeting between its affiliate CEOs and Sam Altman. During his previous visit to Korea, Sam Altman maintained close exchanges with Korea's technology and industrial sectors. He attended an AI conference held in Seoul, discussing technical cooperation with Korean AI researchers, visited major domestic universities and research institutes to explore talent development and joint research possibilities, and met with Korean government officials to exchange views on AI ethics and regulations, giving a positive evaluation of the commercialization potential of AI technology in the Korean market.
