Seocho-gu Publishes Outdoor Advertising Guide
to Help Small Business Owners Install Signs Easily
Seocho-gu, Seoul (District Mayor Jeon Seong-su) has published the ‘Seocho-gu Outdoor Advertising Display Guide’ to assist small business owners and residents in installing signs with easy and clear regulation explanations.
All signs must be installed after reporting or obtaining permission from the relevant district office, but due to the complexity and difficulty of sign-related laws, many cases have occurred where people avoid permission/reporting or install signs without knowing about the Outdoor Advertising Act, resulting in enforcement fines. Moreover, due to lengthy inquiries and consultations, installation timing is delayed, causing difficulties for many small business owners.
To solve these problems, Seocho-gu published the related guidebook. The purpose is to improve accessibility to information and help users easily understand complex regulations to resolve issues arising during the registration and reporting process.
The guide includes types of outdoor advertisements, display periods, permission/reporting procedures and required documents, permission/reporting fees, regular safety inspections, illegal advertisement maintenance, and sign improvement projects.
It provides basic guidance on the complex and diverse types, forms, designs, colors, displayed content, and standards of outdoor advertisements, as well as regulations on display, correct display methods, procedures and required documents for reporting and permission, and complicated fee settlement methods. Additionally, various examples of sign installations are shown through photos and illustrations, and the registration/reporting process is diagrammed for easy understanding at a glance.
In particular, it includes content on sign safety inspections, which is expected to be highly effective in preventing sign fall accidents and reducing the number of illegally installed outdoor advertisements.
The district office has stocked about 3,000 copies of the Outdoor Advertising Display Guide at each community service center and posted it on the Seocho-gu official website so that anyone can easily access information related to outdoor advertisements.
Meanwhile, Seocho-gu is also conducting a ‘Sign Improvement Project’ that removes old, damaged, and illegally installed signs and installs energy-saving LED signs reflecting the characteristics of the streets. Over 15 years since 2009, the project has maintained 3,960 old and damaged signs across 29 sections and newly installed LED signs, reducing 39,000 tons of greenhouse gases. This effect is equivalent to planting 5.88 million 30-year-old pine trees over an area four times the size of Yeouido.
Mayor Jeon Seong-su said, “I hope residents can install signs more efficiently and conveniently through this guidebook,” adding, “Since outdoor advertisements are an important element forming Seocho’s aesthetics, we will continue our efforts to improve the urban landscape and revitalize commercial areas through proper sign installation.”
