Seoul City will open an online portal for regulation abolition where citizens can report at any time.
The city announced that it will operate the Seoul City Regulation Abolition Online Citizen Proposal Portal starting from the 24th to improve the citizen regulation reporting system currently receiving reports through the government-wide Regulation Reform Petition Office. The city is running a "100-Day Intensive Reporting System" until April 12, allowing citizens to directly propose the abolition of unreasonable regulations.
Any citizen wishing to report can do so through the Seoul City or district office websites and SNS, the Sonmok Doctor 9988 app, or QR codes found in subways or buses. Proposals for regulation abolition can also be made via the 120 Dasan Call Center. During consultation, a link to the "Online Citizen Proposal Portal" can be sent via SMS, and the link can also be found on the visible ARS and real-time chat consultation screens.
Previously, proposals submitted through the Regulation Reform Petition Office were routed through the Office for Government Policy Coordination before reaching Seoul City. Proposals reported through the new city portal are received immediately upon submission, allowing the regulation review process to begin without delay.
Citizen proposals are reviewed and refined by the "Regulation Innovation Research Group" established at the Seoul Institute, then submitted to the "Regulation Abolition Expert Review Committee" for objective expert evaluation. After the review committee, the final decision on implementation is made through the "Public-Private Regulation Abolition Governance," which includes the participation of the Mayor of Seoul.
Seoul City expects to discover unnecessary regulations experienced in daily life through active citizen participation.
