Uibanghak Light Rail Transit Project Shifts to Negotiated Contract with HL D&I Hanla Consortium
Basic Design to Begin in Mid-February, Detailed Design Contractor to Be Selected by September
District to Actively Cooperate with Seoul City for Groundbreaking Within This Year
The construction method for the Uibanghak Light Rail Transit (Ui-Sinseol extension line) is expected to be expedited as it shifts from competitive bidding to a negotiated contract.
Dobong-gu (District Mayor Oh Eon-seok) announced that Seoul City has changed the project method for the Uibanghak Light Rail Transit urban railway construction to a negotiated contract and will proceed with the project in partnership with the HL D&I Hanla consortium.
Originally, Seoul City planned to separate the civil engineering and system sectors for procurement. However, due to rising construction costs and the burden of high-difficulty work leading to low participation from construction companies, the procurement method was changed to integrated bidding, the construction budget was increased, and participation led by the HL D&I Hanla consortium was secured.
This outcome was due in part to the efforts of Dobong-gu. The district continuously requested Seoul City to apply special provisions for negotiated contracts at the time of the bidding announcement to expedite the Uibanghak Light Rail Transit project.
Oh Eon-seok, Mayor of Dobong-gu, said, “I am pleased that the project we have long wished for over 17 years is finally being actively promoted. We will do our best to ensure that construction can begin within this year through proactive administration in cooperation with Seoul City.”
Going forward, Seoul City plans to start basic design with the HL D&I Hanla consortium from mid-February and complete the selection of the qualified party for detailed design by September.
