Four Areas Around City Hall and District Offices to Begin Pilot Program Next Month
Immediate Removal of Illegal Banners... Fines Imposed Without Prior Warning
Yongin City in Gyeonggi Province has declared war on illegal banners. On the 24th, Yongin City announced that starting next month, it will designate four areas around City Hall and each district office as 'Banner Zero Zones' and begin a pilot operation to eradicate illegal banners.
The areas designated as Banner Zero Zones, where illegal banners are frequently posted, include in Cheoin-gu: ▲the overpass in front of City Hall to Deunggiso Intersection (1070m) ▲Tongil Park Intersection to the back gate intersection of Cheoin-gu Office (380m); in Giheung-gu: ▲the back gate of Giheung-gu Office to AK Intersection (790m); and in Suji-gu: ▲Royal Sports Center Intersection to Lotte Mart Intersection (360m).
The city will conduct daily maintenance on illegal banners that harm urban aesthetics and safety in these zones. During times when maintenance is difficult, a team of citizens will be actively utilized to collect illegal banners. Any detected illegal banners will be immediately removed, and strong administrative measures such as fines without warnings will be enforced.
According to the Outdoor Advertising Act, political party banners, which can be posted up to two per town, township, or neighborhood without location restrictions, will be guided to post in other areas through cooperation requests to each political party.
The city plans to analyze the effectiveness after the pilot operation until June and consider expanding the program. To establish the Banner Zero Zones, the city will also promote the expansion of designated posting boards, publicize guidelines related to illegal banners, and provide education for citizens and the industry.
