Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 23rd that it conducted the ‘2025 First Half Emergency Situation Drill for the Civil Service Office’ on the 22nd at the City Hall General Civil Service Office to prepare for emergency situations related to special civil complaints such as verbal abuse and assault.

The drill, conducted jointly with the Goyang Police Station and security officers, was organized by forming a step-by-step response task force to enhance the ability to respond to civil petitioners who engage in verbal abuse and assault.


The drill was carried out focusing on securing the safety of employees and visiting civil petitioners in case of emergencies by following the response manual, which included ▲reconfirming each task ▲checking the location and proper functioning of emergency bells installed in the civil service office in case of an emergency ▲and maintaining a rapid dispatch and cooperation system with the police and building security company when the emergency bell is activated.


The city conducts special civil complaint emergency drills twice a year in cooperation with the police and security companies to respond to civil petitioners who engage in verbal abuse and assault.


Additionally, the city operates an emergency response team for illegal acts on a regular basis, establishing a systematic institutional response system to illegal acts by civil petitioners and protecting civil service officials in charge of civil complaints.


Furthermore, to create a safe working environment in the civil service office, the city has equipped the civil service offices at City Hall, three district offices, and 44 neighborhood administrative welfare centers with CCTV video linkage systems connected to the police station, reinforced glass partitions, telephone recording systems, safety personnel deployment, and portable video and audio recording devices. To protect and support civil service officials handling civil complaints, the city also operates medical expense support for affected officials, psychological and specialist counseling, and a free legal counseling office.


A Goyang Special City official stated, “In the event of special civil complaints such as verbal abuse and assault, it is most important to promptly protect the responsible civil service officials and prevent secondary damage to surrounding visiting civil petitioners according to a systematic manual. We will continue to make steady efforts to create a safe civil service work environment.”
